public hearing held on the plan in March of 1995. After that public hearing, the crossing was
eliminated fi'om further consideration.

Councihnember Zimmerman stated that with the increase in population and there only being two
bridges across the river in Ramsey he felt that there would be a need in the future for a small
bridge to serve the two communities. At this point he did not think it made much of a difference
where the bridge would be located, but felt a bridge crossing should be discussed. Some of the
negative comments made during the public hearing process in 1995 had to do with the route
being located through the Boy Scout camp, but in the future if that property would come for sell
it would probably make sense.

Councilmember Hendriksen inquired if Andover had any preference for the location of a bridge.

Mayor Gamec replied that in 1995 there was a lot of opposition from the residential
neighborhood in Andover that would be impacted by the crossing and now that land is even more
developed. He stated that he could possibly see a bridge crossing at Green Valley Road or 167th
Avenue NW.

Councihnember Hendriksen inquired if Andover had made an official statement via their
comprehensive plan regarding the topic.

Mayor Gamec replied that Andover does not have anything in their comprehensive plan
pertaining to a river bridge crossing.

Councilmember Zimmerman recommended discussing the issue with Andover.

Councihnember Anderson stated that the Boy Scout property is not undeveloped it is used as a
camp.

Councihnember Zimmerman replied that nobody would want to run a corridor through the Boy
Scout camp while it is operating.

Mayor Gamec stated that he would discuss the issue with the Andover Mayor during a joint
meeting.

Case #2: Request for Stop Sign at 145th Lane NW and Tungsten Way

City Engineer Olson stated that on September 5, 2001, Ramsey City staff received a letter
requesting stop signs to be placed at the intersection of 145th Lane NW and Tungsten Way. A
traffic count taken on 145th Lane NW last week indicated that there was approximately 225
vehicles per day and 170 vehicles per day on Tungsten Way. The second element of the data
collection was to utilize the Police Department speed trailer to gather information regarding the
speeds, numbers and times of vehicle travel down the street. The City has gathered this data at
the three locations. The reports provided by the computer software were presented to the
Committee. The average speed of the vehicles ranged from 19 to 21 mph and 85 percentile

Public Works Committee/October 16, 2001
