Mr. Preston replied that the forecast volume in the eastern community was 7,000 vehicles a day <br />and the amount of users the North Star Corridor has indicated would add about 600 vehicles per <br />day. <br /> <br />Councilmember Hendriksen inquired if the study took into consideration a possible future river <br />bridge crossing in Ramsey. <br /> <br />Mr. Preston replied no, but noted that they are aware of the possibility and they are in the process <br />of working on forecasts for the entire region with the bridge. Those figures should be available <br />in January or February of 2002. <br /> <br />Councilmember Hendriksen inquired if a specific location has been identified for the river bridge <br />crossing. <br /> <br />Mr. Preston replied that they are aware that Dayton and Ramsey have agreed and preserved a <br />corridor in their comprehensive plans, but there are several areas under consideration. <br /> <br />Brian Isaacson, MnDOT, stated that he is the manager for the river crossing study and that study <br />is on tract. They will be going through an environmental impact study to help determine the <br />location. <br /> <br />Ms. Haas Steffen requested that the consultants discuss the impact study that is occurring along <br />Highway # 169 and the bearing it would have on the Highway #10 study. <br /> <br />Mr. Issacson explained that there are a series of studies currently taking place regarding <br />interregional corridors. Another area they are looking at is the Highway 101/169 section from <br />Rogers to Elk River, which will be recommended as being turned into freeway. <br /> <br />Mr. Preston reviewed an aerial view of the Highway #10 corridor and the three proposed layouts <br />of the fi'eeway through Ramsey. One would be leaving the freeway in its current location, the <br />second would be locating the freeway adjacent to the railroad, and thirdly moving the road to the <br />south closer to the river. <br /> <br />Councilmember Anderson stated that she thought the southern option would impact the critical <br />river overlay district. <br /> <br />Councihnember Hendriksen inquired as to what the thinking was for the location next to the <br />railroad tracks. <br /> <br />Mr. Preston replied that their thought was that if the road was moved further south or left in its <br />current location there would be significant challenges to get access to the businesses located at <br />the railroad tracks. <br /> <br />Councilmember Hendriksen inquired as to what would happen to the existing pavement that is <br />currently Highway # 10. <br /> <br />Public Works Committee/November 20, 2001 <br /> Page 8 of 13 <br /> <br /> <br />
