~'~.~ASE # 5 <br /> <br />APPROVE CITY PARTNERSHIP IN GRANT OPPORTUNITIES <br />Bruce Bacon, Environmental Specialist <br /> Linda Waite Smith, Administrative Services Manager <br /> <br />Background: <br /> <br />The Environmental Specialist has identified several opportunities for the City of Ramsey <br />to enter into partnerships with other agencies to advance the City's environmental goals. <br />All of the opportunities involve staff time as part of the in-kind contributions; some <br />involve the use of City equipment. None of them require a cash contribution from the <br />City. The attached chart summarizes the basic elements of each opportunity. Additional <br />information is available upon request. <br /> <br />Staff Recommendation: <br /> <br />Staff is requesting City Council approval of City participation in three partnerships: <br />1. RELEAF partnership with Twin Cities Tree Trust, AEC, Ramsey Shademakers and <br />Good Value Homes to plant trees in Phase I of Regency Pond Development for energy <br />conservation and along City trails to enhance natural wildlife habitat and restore native <br />plant species. <br />2. COMMUNITY PARTNERSHIP with Sherbume County Tree Board to assist with <br />the 1998 Ramsey Environmental Expo, an Arbor Day celebration at the Oliver Kelley <br />Farm, and a series of Environmental Resource tours between June and September. <br />3. OAK WILT SUPPRESSION SUPPLEMENTAL state grant program to tie up loose <br />ends from the federal oak wilt suppression grant that ended in 1997. <br /> <br />In addition, staff requests authorization to submit an application to continue the Oak Wilt <br />Suppression Cost Share Program by participating in the Minnesota DNR program that is <br />replacing the federal program which ended in 1997. <br /> <br />Council Action: <br /> <br />1. Authorize City participation in RELEAF partnership with Twin Cities Tree Trust, <br />AEC, Ramsey Shademakers, and Good Value Homes to plant trees for energy <br />conservation, enhancement of wildlife habitat and restoration of native plant species. <br /> <br />2. Authorize City participation in the COMMUNITY PARTNERSHIP program with <br />Sherbume County Tree Board to participate in the 1998 Ramsey Environmental Expo, <br />the Arbor Day celebration at Kelley Farm, and a series of Environmental Resource tours. <br /> <br />3. Authorize City participation in the OAK WILT SUPPRESSION SUPPLEMENTAL <br />GRANT program to pay remaining expenses associated with the federal Oak Wilt <br />Suppression program that is now ended. <br /> <br /> <br />
