/:: C_CAS # <br /> <br />APPROVE FIRST PHASE COMPLETION BUDGET FOR ALPINE PARK <br /> By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />Earlier this year, the primary contractor in Alpine Park's development completed their work and was <br />paid a total of $319,732. A total of $460,655 was available for the construction of the park. The <br />majority of these funds were proceeds of the land sale now known as Alpine Estates. However, $40,000 <br />came from the Landfill Trust Fund interest earnings in 1997, and another $33,000 in 1998. Currently, <br />$33,250 in park dedication, intended for Alpine Park, remains in the park trust (which is included in the <br />$460,655 figure above). Besides the aforementioned expenditure, park development dollars were also <br />applied to the water trunk line and contracted engineering costs. This leaves $108,812 available for final <br />phase completion. <br /> <br />Notification: <br /> <br />Public input was sought on Alpine Park's development through numerous park Capital Improvement <br />public hearings and neighborhood meetings leading up to Alpine Park's construction. <br /> <br />Observations: <br /> <br />On September 10, 1998, the Park and Recreation Commission recommended completion of the park's <br />first phase in the manner proposed by the attached budget. The park's athletic fields will be used by <br />RYAA in the spring. If City Council authorizes the completion of this first phase, staff will begin the <br />process of receiving bids for the improvements or ordering the items such as trash recepticals. It is <br />expected that the trail segments, the shelter, and the entry sign would not be completed until Spring of <br />1999. The tree and shrub installation would likely be both a fall 1998 and a spring project to take best <br />advantage of plant availability and values and also volunteer labor opportunities. Currently, $75,562 <br />remains in Alpine Park's budget. Approval of the first phase completion would require authorizing the <br />Finance Officer to transfer $33,250 in Alpine Estates park dedication proceeds from the park trust fund <br />as well as $4,500 from the Park and Recreation Commission's 1998 Lawful Gambling Improvement <br />Program to the Park Budget. <br /> <br />Committee Action: <br /> <br />Motion to recommend City Council approve the Alpine Park first phase completion budget and direct <br />staff to transfer the funds specified above. <br /> <br />Reviewed by: <br /> <br />Parks/Utilities Supervisor <br />City Administrator <br />Director of Public Works <br />Finance Officer <br />City Engineer <br /> <br />FC:09/22/98 <br /> <br /> <br />
