REQUEST FOR APPROVAL TO SOLICIT APPRAISALS FOR LAND FOR
FUTURE FIRE STATION
By: Dean Kapler, Fire Chief

Background:

The southwestern comer of Central Park was chosen as the most beneficial location for a
second fire station. The decision was made to maximize response time and to locate the
station in an area that would be as centralized as possible considering the location of the
existing station. The issue of changing the deed for this property from "park use" to
"public use" was sent to the State Attorney General for an opinion, who responded with
several examples of cities attempting to change deeding. It is the opinion of the Attorney
General that "...it does not appear that the City would have facts that would support an
application to change or modify the public park restriction."

Staff has looked at other properties and feels that three properties along Armstrong
Boulevard. have the potential to be acceptable locations for the fire station. The PIN
numbers for the three properties are 17-32-25-41-004, 17-32-25-41-006 and 17-32-25-41-
007. A diagram of the properties has been included with the case.

Staff is recommending to solicit appraisals on the three properties to assist in the decision
and process of acquiring a property for the fire station. The cost of the project will be
approximately $3000.

Financing:

The $3,000 is incorporated with the cost of Station #2 to be amortized over a 20-year
period. The first year payment is included in the 1999 Fire Department budget.

Committee Action:

Motion to recommend Council authorize staff to solicit appraisals for the three properties,
at a cost not to exceed $3,500.

Reviewed by:

Fire Chief
City Administrator
Finance Officer

FC: 09/22/98

Shared/Fire/.dppraisa
