That there is existing permanent road easement and dedicated right-of-way, which was <br />established as part of the Riverbrook Plat, resulting in a road corridor that already exceeds <br />600 feet (this was for the future extension of Erkium Street). <br />7. That Lots 1-2, Block 2, Rum River Retreat, Anoka County, Minnesota, lie east of, and abut, <br />the existing permanent road easement, have a depth of 185 feet, due to this existing <br />condition. <br />8. That shifting the corridor for construction of the public street known as Erkium Street to <br />meet the 200 foot lot depth requirement would result in greater tree loss. <br />9. That the existing, abutting lots to the east of Lots 1-2, Block 2, Rum River Retreat, also <br />have a lot depth of approximately 185 feet. <br />10. That the Rum River Retreat Preliminary Plat includes a new segment of 177th Avenue that <br />needed to be extended to the western boundary of the Plat, so that if and/or when the land <br />to the west develops, this street could be extended and connected to an existing segment of <br />177th Avenue, creating a second point of access for Rum River Retreat. <br />11. That the Applicant appeared before the Planning Commission for a public hearing pursuant <br />to Section 106-220 (Variances) of the Ramsey City Code on August 27, 2026, and that said <br />public hearing was properly advertised, and that the minutes of said public hearing are <br />available. <br />12. That the City Council reviewed the Planning Commission's recommendations at their <br />regular meeting on September 8, 2026. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: That the depth of Lots <br />1-2, Block 2, RUM RIVER RETREAT, Anoka County, Minnesota, may be reduced to 185 feet <br />and that the cul-de-sac length of 177th Avenue shall not exceed 1,100 feet. Both variances are <br />based on a "practical difficulty" as neither will alter the essential character of the surrounding <br />neighborhoods. <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br />, and upon vote being taken thereon, the following voted in favor thereof: <br />and the following voted against the same: <br />and the following abstained: <br />RESOLUTION #26-187 <br />Page 2 of 3 <br />
