7. 1. <br />Regular Planning Commission <br />Meeting Date: 08/27/2026 <br />Primary Strategic Plan Initiative: Promote economic growth and development. <br />Information <br />Title: <br />Sketch Plan Review for "Deemer Acres," a 14-lot Single -Family Subdivision Southeast of Sunfish Lake <br />Boulevard and Sunwood Drive NW. <br />Purpose/Background: <br />Mr. Brandon Bomberg submitted a Land Use Application for a Major Plat subdividing 6.21 acres into 14 <br />single-family lots. The property, 14501 Sunfish Lake Drive, is zoned R-1A Single Family Residential District <br />and contains one home that would be removed with development. The first step in the Major Subdivision process <br />is a Sketch Plan review. The intent of this is to provide direction prior to the more expensive plan preparation <br />phase called Preliminary Plat. Things such as street connections, access points, or parkland dedication are <br />common items to note. A new cul-de-sac street constructed from Sunwood Drive will provide access to all the <br />lots. <br />The property is guided Low Density Residential (2.25-4.00 units/acre) in the Comprehensive Plan. The proposed <br />density is 2.25 units per acre —right at the minimum number of lots required. <br />The R-1 A lot standards are: <br />• 10,000 square foot lot area <br />• 80 feet lot width <br />• 100 feet lot depth <br />Additionally, the site is within the Sunfish Lake Shoreland Management Overlay district, which increases the <br />minimum lot area to 15,000 square feet. Staff consulted with the Department of Natural Resources on the <br />proposed subdivision, noting that the average lot area in this subdivision is over 16,000 square feet, though some <br />of the lots are below the 15,000 square foot minimum. The DNR did not raise any concern about this subdivision <br />and noted they would not object to a variance application with the preliminary plat. Additional depth is required <br />for density transitioning on the three lots adjacent to Hunters Hill Park. <br />The following are the R-1A development standards (the table on the attached sketch is incorrect): <br />• Front Setback - 25 feet <br />• Side Setback - 5 feet <br />• Rear Setback - 20 feet (30 feet from Sunfish Lake Blvd) <br />• Max Impervious Coverage - 25% (due to Shoreland Overlay) <br />The sketch shows a parcel north of Sunwood Drive. This is a remnant parcel that was created with the <br />construction of Sunwood Drive. It is nearly all wetland and is not buildable. Because it is wetland, it will not <br />factor into the density of this subdivision. It will not qualify for park dedication credit, though the City will <br />accept it as a donation, should the applicant want to donate it. <br />Notification: <br />
