aggregate will be reclaimed, geogrid will be placed on top of the reclamation, followed by 6-inches of new
aggregate base and 4.5-inches of new bituminous pavement. The extra weight will cause for some settlement, the
intent of the geogrid is to both help bridge and cause even settlement. Only the first lift of new pavement will be
placed in the fall of 2026. The final wear course will be placed in the spring of 2027 after the spring thaw and
allowing for any settlement to occur.
The existing culvert for County Ditch No. 51 is a metal culvert with noted deterioration at the ends. The culvert
will be replaced to the same elevation and diameter, but with reinforced concrete pipe. Concrete end caps and
sheet piling will be used to avoid any settlement of the new culvert pipe.
No municipal water or sanitary sewer exists within the project area. The water was extended to the north end of
Variolite Street in 2020. Development at the intersection of 175th Avenue and Nowthen Boulevard (CSAH 5)
may bring watermain to this intersection in the near future. The current Comprehensive Plan includes a trunk
watermain loop connection between these two points. Staff recommends making the trunk watermain loop
connection at a later date, when development along 175th Avenue drives it, since the construction would likely be
directional drilling and would not have significant cost savings combining it with an overlay improvement.
Additional Permitting
Staff has been working with the Lower Rum River WMO to obtain a permit for wetland filling associated with the
improvements to 173rd Avenue between Puma Street and Iguana Street. Anoka County Highway Department
(ACHD) permits will be required for the connections at both Armstrong Boulevard and Nowthen Boulevard. An
ACHD permit will also be required for replacing the Ditch 51 culvert. These permit processes have all started and
staff does not anticipate any impacts to the project timeline. To use Municipal State Aid funding for this project, a
MnDOT MSA approval is also required. Staff has received MnDOT MSA approval, which was required prior to
opening bids for this project.
Preliminary Schedule Remaining
• Council awards contract to the lowest responsible bidder
()August 25, 2026
• Contractor begins construction
o September 2026
• Contractor substantially completes phase 1
o October 16, 2026
o Completes mill and overlay (entire project area except between Puma Street and Iguana Street)
o Replaces Ditch 51 culvert
o First lift new pavement between Puma Street and Iguana Street
o Temporary restoration in -place
• Contractor substantially completes phase 2
o May 31, 2027
o Final lift of new pavement between Puma Street and Iguana Street
o Final restoration in -place
o Create final punch list
• Contractor final completion
o June 30, 2027
o Verify final restoration; punch list complete
Notification:
If City Council awards a contract for construction, letters will be mailed to property owners with updates on the
project status.
