<br />CASE #: 3 <br /> <br />REQUEST FOR PRELIMINARY PLAT AND PRELIMINARY SITE PLAN FOR <br />PINE PRAIRIE: CASE OF TRI-COR DEVELOPMENT, LLC <br />By: Breanne Daines, Associate Planner <br /> <br />Background: <br /> <br />Tn-Cor Development, LLC has submitted a preliminary plat application to develop 9 townhome <br />units on the property located to the west of Nowthen Boulevard and north of Iodine Street N.W. <br />The following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Preliminary Plat, revised February 23,2007 <br />c) Grading and Utility Plan, revised February 23,2007 <br />d) Landscape Plan, revised February 23, 2007 <br />e) Tree Preservation Plan, revised February 23,2007 <br />f) Building Elevations <br />g) Planning Commission minutes from February 1, 2007 <br />h) City Staff review letter dated January 26,2007, revised March 9,2007 <br /> <br />Notification: <br /> <br />In accordance with City Code, property owners within 700 feet of the subject property were <br />notified of the public hearing held at the February 1,2007 Planning Commission meeting. <br /> <br />Funding Source: <br /> <br />The developer is responsible for all costs associated with this development. No City funding will <br />be utilized. <br /> <br />Observations: <br /> <br />The subject property is approximately 1.7 acres in size and is zoned R-2 Medium Density <br />Residential, which allows up to 7 units per acre. .The plat is proposing 9 townhome units. <br /> <br />The plat proposes access off of County Road 5 (Nowthen Boulevard). Helium Street is indicated <br />as a public street, with a service road right-of-way of 45 feet instead of the typical 60 feet. The <br />pavement width is proposed to be the standard 24 feet. Proposed Helium Street right-of-way is <br />adjacent to existing right-of-way for the County Road, and can be considered a service road in <br />nature. <br /> <br />Access for this portion of land is difficult because the County Road provides the only option. The <br />proposed Helium Street does not meet the spacing guidelines set forth by Anoka County. Also, <br />turn lanes may be warranted due to the number of turning movements made daily. At this time, <br />Anoka County has not submitted comments regarding this plat. However, it is anticipated that <br /> <br />-119- <br />
