<br />CASE 11,/ <br /> <br />REVIEW REVISED FEASIBILITY STUDIES FOR SEWER & WATER <br />EXTENSIONS FOR 157TH LANE AND RAMSEY BOULEVARD <br />By: Steven Jankowski, City Engineer <br /> <br />Background: <br /> <br />Below is a summarized chronology associated with two petitioned requests for the <br />extension of sanitary sewer and water into existing developments: <br /> <br />· On July 8, 2005 a petition was received requesting the extension of sanitary sewer <br />and water to nine properties fronting on (or near) Ramsey Boulevard. <br />· On February 14, 2006 a petition was received requesting the extension of sanitary <br />sewer and water along 157th Lane from Ramsey Boulevard east to the cuI de sac. <br />· On April 25, 2006 Council directed that feasibility studies outlining the cost and <br />assessments associated with these projects be prepared. <br />· On July 17, 2006 Bolton & Menk Inc. made a presentation to the Public Works <br />Committee on both of these projects. The project areas along with the project <br />improvements and their costs were summarized. Several options for extending <br />trunk watennain were also presented. The Public Works Committee directed that <br />these projects be discussed at a Council work session. <br />· On January 16, 2007 draft feasibility studies were reviewed and discussed at a <br />Council work session. Direction was provided by the Council on a number of <br />study elements which included; (a) that the connection between 15th Lane and <br />Dolomite street. be an assessable project cost; (b) that determining resident <br />support for the project be determined prior to committing the City to the project <br />costs (This will be accomplished by holding the assessment hearing a minimum of <br />30 days prior to the authorization of the project.); and (c) that the existing parcels <br />be "ghost" platted to allow for the property owners to determine the potential for <br />the future development of their property, and for the possibility of assr;:ssing on a <br />per developable lot basis. <br /> <br />Observations: <br /> <br />Although these projects have been shaped considerably by review and direction of the <br />Council, there still remains some uncertainty over a significant project element, that <br />being the location and cost of the trunk watermain which will need to funded' from the <br />utility's trunk fund. It should be noted that there is a degree of interrelatedness between <br />these two projects with regard to the trunk watennain issue. Attached under separate <br />covers are revised feasibility reports for both of these projects. The feasibility study has <br />been revised to show three possible watermain legs which could provide water to the <br />15th Lane project along with the costs for each of these connections. If both projects <br />proceed the trunk costs for the Ramsey Boulevard leg trunk cost will be reduced by <br />$327,227. Whether one or both of the projects have favorable support for proceeding will <br />likely determine the selection of the trunk watermain route. <br /> <br />-187- <br />
