The schedule associated with these projects is another element which has been revised. If
the public hearings initiating these projects are held at the end of March, bidding of the
project could take place in September of this year. This would be too late for the
construction located within 15ih Lane to occur during 2007. This construction would be
better undertaken during the spring of 2008. It would be feasible to construct the
connecting trunk watermains for this project, and also the Ramsey Boulevard project in
the fall of 2007 since the Ramsey Boulevard project does not require an extensive amount
of street reconstruction.

Funding:

Below is a summary of the financing. The project costs would be fully assessed to the
benefited property owners. Trunk cost associated with the watermain extension and extra
depth sewer will be paid for from the sanitary sewer and water fund.

Assessments
S & W Trunk Funds

Ramsey Blvd
$1,401,258
$ 58,078

1 57th Lane
$1,622,137
$637,630 to 1,771,272

Total
$ 3,023,395

Recommendations:

It has been between 12 to 18 months from the time the petitions have been presented and
Staff feels that it is important to determine the level of support for these projects now that
assessed costs to the benefited properties have been identified. It recommends that the
feasibility studies be modified as directed by the Committee and that a public hearing be
set for March 27, 2007.

Action:

Direct modifications to the feasibility studies and recommend to Council that public
hearings being scheduled for March 27, 2p07.

Reviewed By:
Interim City Administrator
Public Works Director/Principal Engineer
Finance Office

PW: 02/20/07

~188-
.,
