<br />Background: <br /> <br />CONSIDER SPECIAL EVENTS PERMIT FOR <br />DIAMONDS SPORTS BAR & GRILL <br />By: Jo Thieling, City Clerk <br /> <br />CASE # l <br /> <br />Staff has received an application for a special events permit from Gary Gruber of Diamonds. <br />The event is scheduled for Friday and Saturday, May 18 and 19, 2007. The event includes a <br />motorcycle run, bike show, live bands, helicopter rides, food and drinks. Most of the event will <br />take place in Diamond's parking lot. Staffhas asked for additional information from Mr. Gruber <br />with regard to where everything will take place and how much parking space he will have since a <br />lot of his parking space is being utilized for the tent, bike show, etc. <br /> <br />Observations & Recommendations: <br /> <br />Inspections Required. Mr. Gruber must have the Fire Marshall inspect the outside and interior <br />structures. Emergency access is required according to the Minnesota Fire Code. Tents, <br />temporary structures and the like require a permit and inspection - including the tent anchors. <br />Tent areas need to be secure - no direct access from the parking lot. An occupancy load will be <br />determined by the Fire Marshall. <br /> <br />Other Permits Required. If the tent is not accessed only from the Diamond's building, Mr. <br />Gruber will also have to apply to the State for a caterer's permit. This will allow him to serve <br />food and alcohol from his building out to the tent. If the tent is accessed only from Diamonds, <br />Mr. Gruber's current food and liquor license will apply. <br /> <br />Mr. Gruber must apply for a Conditional Use Permit to allow for the helicopter rides. <br /> <br />Insurance Coverage. Staff has requested additional insurance information to make certain <br />Diamond's is covered for this type of event. The State of Minnesota has suggested this criterion. <br /> <br />Security. Special events require licensed patrol officers on the site during the event. I believe <br />the number will be three officers for Friday night and four officers for Saturday night as the <br />attendee turn-out for Saturday is expected to be larger. Diamonds security staff will also be <br />present. <br /> <br />Shut-down Time. Mr. Gruber has requested the bands be allowed to play until midnight, <br />however, Chief Way is recommending, due to complaints during previous events, that the music <br />be allowed until 11 :00 p.m. Council discussed the issue of music until midnight at a work <br />session held on March 6, and the majority voted at that time to allow outdoor concerts to play up <br />to, 11 :00 on Friday and Saturday nights, with something different (earlier) on Sunday through <br />Thursday. <br /> <br />I:IAGENDA COUNCIL & COMMISSIOMCity Council\2007\MarchlDiamondsSpeciaIEventsPermit031307.doc <br /> <br />-91- <br />
