school district has not provided a walker route map, therefore he drew two circles around the school at the one -mile distance and the two-mile distance. He noted the boundaries are likely more linear, and this is basically for discussion purposes. He depicted where the most important links need to be added, namely near the school and around the cul-de-sacs. He advised no action is necessary until accurate maps are availible from the school district. Commissioner Olds inquired whether a discussion should take place regarding keeping trails clear in the winter. Parks/Utilities Supervisor Boos stated the Staff has proposed a snow removal machine for the 2002 budget. The City Council will make a decision regarding this as it relates to the annual operating budget. He said if the City does decide snow removal must be done, a bobcat can be used until funds are approved for a snow removal machine. Case #8 Recommend Disposition of River's Bend Park's Surplus Play Equipment Parks/Utilities Supervisor Boos noted the City Council declared the existing play equipment at River's Bend Park Surplus property. Requests for bids were publicized, however the Ramsey Resident article was not received by residents until the week of March 11. Bids were to be due on March 13. This due date should be extended to alleviate the timeline conflict. He stated the play equipment will be replaced by the end of this month. The play equipment will be removed the last week of the month, and he presumed would be brought to City Hall. This is a $50,000 project carried over from last fall. He said it was hoped that several hundred dollars would be received and then used to purchase other supplies. He noted posters were put on the play equipment itself that the deadline was extended. He said no bids had been received at City Hall except for one that day. He said when he received calls regarding the March 13 deadline, he extended it until April 10 at 5:00 p.m., however the change wasn't well known. Commissioner Shryock indicated she is aware of a group that was interested but didn't bid due to the short deadline. Commissioner Olds questioned if the equipment is restricted to Ramsey residents. Parks/Utilities Supervisor Boos said it wasn't, but explained the magnitude of sending out or publishing the Request for Bids outside of the City. Commissioner Rolfe suggested the deadline be changed to April 27, at the end of the Expo. A box with a picture of the equipment could be on display and the box could serve as a receptacle for the bids. The Commissioners agreed to this suggestion. Parks/Utilities Supervisor Boos suggested the deadline be extended in the event bidders need to discuss the issue with spouses, etc. The deadline will be April 30 at 5:00 p.m. There is no minimum bid amount.
