Case #1: 2007 Park CIP Projects Parks Supervisor Riverblood reviewed the projects in the 2007 Park CIP with the Commission. He noted the projects are primarily funded by the Park Trust Fund and Lawful Gambling Improvement Fund. Parks Supervisor Riverblood explained Phase 3 development of Elmcrest Park which will consist of trees, shrubs and perennial plants throughout the park, an arched bridge on the most northerly wooded trail, the addition of a couple of zones of irrigation; and possibly a modest park entry sign for the neighborhood connection at Uranium Street if the budget allows. (The first part of the third phase of Elmcrest's development was the base bid irrigation and a small portion of the landscape materials; and was approved by City Council in November of 2006 at $55,000.) The landscape element is significant with many hundreds of shrubs and flowers, as well as 230 cubic yards of hardwood mulch. Ramsey Cub Scout and Boy Scout Troops #362 both have volunteered to perform the majority of this part of the project with staff on the third weekend in May. This volunteer labor contribution is estimated in excess of $8,000. Chairperson Johns asked if the bridge will replace a part of the bituminous path at north part of the park. Parks Supervisor Riverblood responded yes, and indicated the bituminous path does flood at times and they will use the bituminous path for the abutments for the bridge. Riverblood reviewed the Fox Park boardwalk project. As part of the 1995 development of the park, a boardwalk was constructed to connect two halves of non -wetland area in the park. Storm events and other factors necessitate its replacement. He noted they would like to replace the north and south parts of the boardwalk with an eight foot wide boardwalk. This would be an approximate $12,000 expense. Chairperson Johns wondered if they will be keeping the seating area. Parks Supervisor Riverblood indicated they would. Motion by Commissioner Olds, seconded by Commissioner Shryock, to recommend City Council approval of the 2007 Capital Improvement for Elmcrest and Fox Parks. Motion carried. Voting Yes: Chairperson Johns, Commissioners Olds, Shryock, Barr, Hansen, and LaMere. Voting No: None. Absent: Erickson.
