<br />TRANSITION TEAM <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Transition Team conducted a regular meeting on Tuesday, November 28, 2006, at the <br />Ramsey Municipal Center, 7550 Sunwood Boulevard, NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Councilmember David Elvig <br />Councilmember Mary Jo Olson <br />Councilmember Sarah Strommen <br /> <br />Also Present: <br /> <br />City Administrator, Jim Norman <br />Human Resources Manager, Givonna Reed Kone <br /> <br />CALL TO ORDER <br /> <br />The regular meeting of the Transition Team to order at 8:00 a.m. <br /> <br />CITIZEN INPUT <br /> <br />There was none. <br /> <br />APPROVE AGENDA <br /> <br />Motion by Councilmember Olson, seconded by Councilmember Elvig to approve the agenda. <br /> <br />Motion carried. Voting Yes: Councilmembers Elvig, Olson and Strommen. Voting No: None. <br /> <br />COMMITTEE BUSINESS <br /> <br />Topic #1: <br /> <br />General Discussion Regarding Roles and Goals of the Transition Team <br /> <br />Transition Team members spoke with Laura Kushner, Human Resources Director with the <br />League of Minnesota Cities. Ms. Kushner was asked to share her thoughts on a process for <br />appointing an interim administrator. Ms. Kushner stated that she believes that whoever is <br />selected as interim should not be considered for the long term position. The downside to hiring <br />an interim from outside the organization, she explained, is that there not many people who do <br />this and it is much more common to have an interim who is an existing employee. Mr. Kushner <br />added that if no one came forward to express interest in serving as interim administrator perhaps <br />an existing employee could be talked into serving as interim. Ms. Kushner also explained that it <br />was very important that the Council let employees and residents know that there are no <br />problems. When an external interim is brought in that is typically taken as a sign that there are <br />problems internally or that the City does have confidence in existing staff. <br /> <br />Transition Team / November 28, 2006 <br />Page 1 of 2 <br />
