ParkslUtilities Supervisor Riverblood stated this should probably read".. . could be done with the
striping ofthe fog line on the road".

Motion by Commissioner Olds, seconded by Commissioner Erickson, to approve the following
Park and Recreation Commission Regular Meeting Minutes:

1) Park and Recreation Commission Regular Meeting Minutes dated November 9,2006.

Commissioner Shryock noticed in the minutes the absences were not consistent regarding an
excused absence. She wondered if they could make the absences standard that members excused
were listed.

ParkslUtilities Supervisor Riverblood stated this was started around twelve years ago to indicate
when a member was excused due to a reason versus not showing up and it could be noted in the
minutes when a Commissioner is excused.

Motion carried. Voting Yes: Chairperson Johns, Commissioners Olds, Erickson, Hansen,
LaMere, and Shryock. Voting No: None. Absent: None.

COMMISSION BUSINESS

Case #1 :

Ramsey's 2008 Skate Park Planning Process

The purpose of this case is to begin and organize the planning process for the Skate Park
proposed for 2008 within the Parks Capital hnprovement Program (CIP).

ParkslUtilities Supervisor Riverblood made a PowerPoint Presentation to the Commission.

Chairperson Johns thought Tier One would be in the City Parks and if they went with a joint
venture, then they may want to look at Tier Two.

ParkslUtilities Supervisor Riverblood stated this was exactly what he was thinking. Tier Two is
hard to keep secure; he has heard some of them are broken into in order for the skaters to
continue to skate after hours. He showed some configurations to the Commission and indicated
they needed to make sure they purchase equipment that will hold up to wear. It was indicated
they needed to have regular inspections in order to not incur liability.

Chairperson Johns thought this was a good point to raise. They needed to have equipment that is
strong enough to stand up to all kinds of wheel traffic.

ParkslUtilities Supervisor Riverblood thought they may want to look at different uses that they
could incorporate the equipment for besides skateboarding. Concrete is the preferred surface for
the user because of durability, noise and less maintenance involved.

Commissioner Erickson wondered what the safety aspect was of concrete versus other materials.

Park and Recreation Commission/January 11,2007
Page 2 of5
