WILDLIFE RESEARCH/LH ROAD LLC <br />DEVELOPMENT AGREEMENT <br />CITY OF RAMSEY, ANOKA COUNTY, MINNESOTA <br />This Agreement (hereinafter the "Agreement") is dated as of this 8th day of September 2026, and <br />is by and between the City of Ramsey, a Minnesota municipal corporation (the "CITY") and LH Road <br />LLC., a limited liability company under the laws of the State of Minnesota, (the "PERMITTEE"). <br />Recitals <br />A. The PERMITTEE is the fee title owner of land generally known as 14485 Azurite Street <br />Northwest, Ramsey, MN 55303 and legally described as: <br />Lot 1, Block 1, WILDLIFE RESEARCH, Anoka County, Minnesota. <br />(the "Subject Property") <br />B. That on May 19, 2026, the CITY received a Land Use Application from Mr. John Grotkin of RJ <br />Ryan Inc. on behalf of LH Road LLC., (the "PERMITTEE") requesting a Minor Plat and <br />Conditional Use Permit as a proposal to construct a building addition, a detached warehouse <br />building, and associated site improvements on the Subject Property with enlarging a CITY -owned <br />regional storm water basin, (cumulatively, the "New Building"). <br />C. That on July 14, 2026, the City Council reviewed and approved the proposed plat through <br />Resolution #26-152 and conditional use permit on July 28, 2026, with the adoption of Resolution <br />#26-165 on the Subject Property. <br />D. The PERMITTEE intends to cause the Required Improvements to the Subject Property and <br />CITY -owned regional storm water basin to be constructed. <br />Agreement <br />Wildlife Research/LH Road LLC <br />Development Agreement <br />Page 1 of 8 <br />
