<br />Community Development Director Trudgeon indicated non-profit organizations, local service <br />organizations and the school district will be informed about the process. Additional forms of <br />communication may be through backpack mail and the Ramsey Resident. <br /> <br />Joel McDilda, member of the steering committee, requested the Council inform contacts in their <br />various wards about the Ramsey3 project and direct them to the website. He stated a big success <br />factor will be through word of mouth. <br /> <br />Councilmember Elvig inquired about filming the speakers and forums. <br /> <br />Community Development Director Trudgeon replied the forums will be broadcast on QCTV, and <br />highlights of the OST may be broadcast. <br /> <br />4) Charter Amendment Items <br /> <br />City Administrator Norman reviewed that a City Manager Form of Government has been <br />discussed periodically since 1998. In a work session held earlier this year, Council directed staff <br />to bring back information regarding a Charter amendment to implement the City Manager Form <br />of Government. <br /> <br />Mayor Gamec asked about input from the Charter Commission regarding the City Manager <br />Form of Government. <br /> <br />City Administrator Norman replied the Charter Commission suggested the Council deal with this <br />issue. He noted Council previously discussed utilizing an effective date sometime in the future, <br />such as 5 to 10 years, for the City Manager Form of Government to take effect. <br /> <br />Councilmember Elvig noted the City will be hiring a new City Administrator and staff. It should <br />be considered whether to advertise for a City Administrator or a City Manager, and whether <br />there would be a difference in abilities. <br /> <br />City Administrator Norman advised how each city handles the City Administrator or City <br />Manager Form of Government is up to the individual city, and does not have much to do with the <br />replacement City Administrator that will be hired. The recommendation he made earlier in the <br />year, and the recommendation he is making tonight, is that the City Manager Form of <br />Government be approved with an effective date in the future. If the effective date is put to the <br />future the decision is based on the future of the City, rather than the individual that will serve in <br />the position. He advised a seven member vote is required to pass the Charter amendment. <br /> <br />Councilmember Strommen asked if the Charter amendment could be revoked by a future <br />Council. <br /> <br />City Administrator Norman replied a seven member vote would be needed to revoke the Charter <br />amendment. <br /> <br />City Council Work Session / November 21, 2006 <br />Page 5 of9 <br />
