<br />Mayor Gamec noted Ramsey's preferred route has been Alternative C. Another alternative that <br />was reviewed was CR 57 cutting through Elmcrest Park andthrough open space in Ramsey. He <br />informed the Study Group he believed the Council's preferred route was Thurston Avenue. <br /> <br />Community Development Director Trudgeon indicated additional analysis and detail is needed. <br />This is an update for the Council. <br /> <br />Councilmember Elvig stated he believes the Thurston Avenue route is the only alternative. A <br />four way on-off ramp at Ferry Street will not handle the volume without stoplights and does not <br />provide a 40 year plan. Cutting out half of Ramsey's large lots is not an option either. The <br />Greenhaven route has merit, but the Thurston route was planned 20 years ago. He suggested <br />Ramsey support Ferry Street remaining open for the City of Anoka. <br /> <br />Councilmember Olson suggested dollar figures be attached to the alternatives. <br /> <br />Mayor Gamec indicated it was discussed at the Study Group that it will be difficult for Ramsey <br />residents to get to the rail station in Anoka unless Pleasant Street is upgraded. <br /> <br />Consensus ofthe Council was agreement with the criteria weights of 50, 20, 20, 10 as presented. <br /> <br />6) Youth First - Oak Terrace Program <br /> <br />Assistant City Administrator Nelson reported an option has been presented to allow Youth First <br />to use the front portion of the most eastern NAU building across the field from the Hamilton <br />House next to Oak Terrace Estates. Youth First has been doing an after school program for the <br />kids in Oak Terrace Estates and is currently operating out of the storm shelter. Considerable <br />investments were needed for Youth First to operate the program at the Hamilton House. Ms. <br />Nelson stated Marty Fisher has indicated the lease revenue for this portion of the NAU building <br />could be forgone for Youth First to operate the program. There is an opportunity to petition the <br />east and west spaces in the building. Mr. Fisher's estimation was that the cost would be in the <br />range of$5,OOO to $7,000. <br /> <br />Mayor Gamec directed staff to determine whether the NAU building could be used for a non- <br />profit organization without paying a fee for rent. <br /> <br />Councilmember Jeffrey asked if the Youth First program at this location would welcome kids <br />throughout the City, or whether the program would only be for kids at Oak Terrace Estates. He <br />stressed that kids throughout the city should be able to participate in this program if it will <br />receive support from the City. He asked who will pay the $5,000 to $7,000 and who will be <br />responsible for hazards if someone gets hurt on the property. <br /> <br />Mayor Gamec replied Youth First has tried to reach a certain group in a safety measure; they <br />have looked at the crime rate and problems of an area. This program could likely solve the <br />problems with the kids that are in difficult situations at Oak Terrace Estates, and the kids would <br />be able to walk to and from the program location without traffic concerns.
