Councilmember Jeffrey expressed concern in setting a precedent, with residents in other areas of
the City requesting programs and assistance as well. He stressed that the City will have
responsibility and liability if the NAU building is used.

Mayor Gamec commented on the time and effort saved with calls from the Police Department in
the City of Anoka through the Youth First Verndale program.

Councilmember Elvig stated he supports the idea, but would be concerned about the need for a
good walking path from Oakdale Terrace Estates to the NAU building. He asked if Youth First
had previously planned to complete improvements on the building they had hoped to use for
their program.

Assistant City Administrator Nelson indicated a path could be made with the City's paver. She
eXplained the Lions Club has provided Youth First with $15,000 for program expenses. A lot of
this funding is going towards personnel expenses to keep the programs running. Staff has
requested that Youth First inform the Lions Club of the status on the $15,000. The Rotary Club
has an interest in the program and has been volunteering and contributing some funds. The
$5,000 to $7,000 would likely be through community dollars, whether that would be through the
Rotary, Lions Club, or a combination.

Councilmember Elvig stated he agrees with Councilmember Jeffrey regarding liability concerns.
However, he believes there is an opportunity with the buildings on Highway 10, and there may
be a win/win in this situation.

City Administrator Norman indicated staff did not come prepared with a lot of information
tonight; the goal was to receive a reaction from the Council regarding any interest. Further
information will be presented at a future work session.

Councilmember Olson requested staff to provide information regarding the restroom situation if
the NAU building is split as has been discussed. She requested staff to also provide information
regarding how the utilities would be paid for the Youth First portion of the building.

MAYOR, COUNCIL AND STAFF INPUT

Mayor Gamec announced the Elected Officials Meeting at Majestic Oaks on November 29,
2006.

Assistant City Administrator Nelson announced the Open House dedication for the new
municipal center is scheduled for Wednesday, December 20,2006.

ADJOURNMENT

The Work Session of the City Council was adjourned at 9:27 p.m.

City Council Work Session / November 21,2006
Page 8 of9
