<br />Councilmember Strommen noted the ordinance discusses window or door signs, it does not <br />specify if the signage is interior or exterior. <br /> <br />Community Development Director Trudgeon indicated from staff s initial review of the <br />ordinance about one year ago the signage did not seem to comply so the businesses were <br />contacted. Staff will review this section of the ordinance. <br /> <br />Councilmember Jeffrey stated the proposed ordinance revisions are a great idea. He applauds <br />staff and the Planning Commission. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Olson, to introduce an <br />ordinance to revise Chapter 9.20.25 of the City's Zoning Code to update the zoning district <br />definitions. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #5: <br /> <br />Consider Adoption of Amendments to Section 9.20.28 (B-3 Business District); <br />of City Code; Case of City of Ramsey <br /> <br />Community Development Director Trudgeon reviewed that the City created the B-3 Business <br />Zoning District in 2006, in anticipation of the Ramsey Crossings redevelopment project, located <br />west of Armstrong Blvd and north of Highway 10. The B-3 District follows the review process <br />outlined in the Planned Unit Development (PUD) District. The City will approve a Master Plan <br />for the entire site according to the performance standards listed in the B-3 District. Once <br />approved, if plans come forward that do not substantially conform to the approved Master Plan, a <br />revised Master Plan will be required for the overall site. Mr. Trudgeon explained since the B-3 <br />district was established, staff has made note of several deficiencies in the code that need to be <br />remedied. The changes staff is proposing would clarify that proposed developments would need <br />to follow the entire PUD review process, including a preliminary and final site plan. Staff is also <br />recommending a change to Subd. 6 b-3: Building Orientation, to explicitly allow more than one <br />building per lot. This type of development was anticipated when the B-3 District was originally <br />drafted, but staff feels it is important to state this explicitly within the B-3 District to avoid <br />concerns with other sections of City Code. Mr. Trudgeon stated staff would also note that no <br />parcels have been rezoned to B-3 Business to date; this action is expected to coincide with <br />preliminary plat review of Ramsey Crossings. <br /> <br />Community Development Director Trudgeon advised the Planning Commission and staff <br />recommend adoption of the proposed changes. The ordinance was introduced at the January 23, <br />2007 City Council meeting and is now eligible for adoption. <br /> <br />Mayor Gamec requested clarification that the Ramsey Crossings will now be rezoned to B-3. <br /> <br />Community Development Director Trudgeon replied no, there is currently a B-3 Zoning on the <br />books, but there is no land in the City zoned B-3.
