Zoning with the points discussed. At the time that Ramsey Crossings moves ahead with site
plans the area will be rezoned.

Motion by Councilmember Elvig, seconded by Councilmember Olson, to adopt Ordinance #07-
04 to amend Section 9.20.28 (B-3 Business District) of Chapter 9 of City Code.

Further discussion: Councilmember Elvig stated this is a creative approach to move this along
by plugging the need into the zone as opposed to the other way around. Community
Development Director Trudgeon indicated this is built to be flexible, but with flexibility there are
some fears of the unknown. Staff and Council will review things diligently to be sure there is the
right fit. There is a need to be flexible to relate to the market that is out there right now.

A roll call vote was performed by the Recording Secretary:

Mayor Gamec: aye
Councilmember Dehen: aye
Councilmember Elvig: aye
Councilmember Jeffrey: aye
Councilmember Look: aye
Councilmember Olson: aye
Councilmember Strommen: aye

Motion carried.

Case #6:

Consider Adoption of Amendments to the R-l Residential Zoning District;
Rural Developing Area (Cluster Ordinance); Case of City of Ramsey

Community Development Director Trudgeon reviewed that at the April 11, 2006 meeting, the
City Council adopted a 9-month moratorium on all subdivision and platting in the R-l Rural
Developing District. The moratorium was recently extended an additional three months. The
purpose of the moratorium is to provide time for consideration of revisions to the cluster
subdivision standards which were added to the Rural Developing Area in early 2005. Mr.
Trudgeon stated the Planning Commission held a public hearing on January 4, 2007 and
recommended the City Council adopt an ordinance to revert to 2.5-acre lot requirements in the
R-I Residential: Rural Developing Area. The Commission also recommended that the City
Council consider additional performance standards for Resubdivision Plans for new
developments in the Rural Developing Area. Staff has included some additional criteria for
Resubdivision Plans under Subd. 6 in the ordinance. These criteria are based on what is
currently in code under the cluster requirements and the Interim Policy for Comprehensive Plan
Amendments that the Council adopted in 2005.

Mr. Trudgeon reviewed that at the January 23, 2007 meeting; the City Council rejected a 10-acre
minimum lot standard requirements (Zoning Ordinance Amendment and Comprehensive Plan
Amendment) and introduced an ordinance to revert to 2.5-acre lot requirements, which were in
place prior to the adoption of the cluster ordinance. This ordinance is now eligible for adoption.

City Council I February 13, 2007
