<br />· Provides a third ingress/egress point for the existing River Pines subdivision <br />· Allows for the abandonment of the River Pines sanitary sewer lift station through a more <br />economic method of construction. Currently the 2007 CIP anticipates the abandonment <br />of this line at a cost of $75,000. This cost includes boring and jacking of the sanitary <br />. sewer pipe along the 10 foot drainage and utility easement available along the common <br />property line with the property to the east. The abandonment cost is estimated to be <br />$26,000 ifthe subject lot were available for open trench sewer pipe installation. <br />· Allows for the looping of watermain through this right-of-way to provide another water <br />source to the River Pines subdivision. <br /> <br />City Engineer Jankowski advised possible funding sources to facilitate this proposal could be as <br />follows: <br /> <br />Source <br />Sewer Trunk Fund <br />Water Trunk Fund <br />PIR Fund <br /> <br />Amount <br />$49,000 <br />$ 5,000 <br />$125,000 to $265,000 <br /> <br />City Engineer Jankowski stated the consensus of the Public Works Committee was to direct staff <br />to determine whether City Attorney Goodrich has the ability to act on behalf of the City as a <br />realtor/broker, to refine the numbers included in the cost estimates, to proceed with the traffic <br />analysis, and to present the information to Council for direction as quickly as possible. <br /> <br />Councilmember Elvig stated one of the conditions for approving the project to the south was that <br />this property would be negotiated as a first right of refusal. As that did not get done, there is a <br />need to move forward with this. <br /> <br />Councilmember Olson asked if anyone has checked to see if the house is still on the market. <br /> <br />Mayor Gamec indicated the for-sale sign was still there yesterday. <br /> <br />Councilmember Dehen stated he is concerned about buying up the property, one of the reasons <br />being they do not know how the neighbors feel about this. Some of them may have bought into <br />the situation as it is, and now the City will be changing things and potentially putting a road <br />through there. He would like to hear from the neighbors about what they think about this <br />proposal. As he understands, the lift station is not a significant cost to the City. Public Works <br />Director Olson has indicated the cost to operate the lift is approximately $60 per month. <br /> <br />City Engineer Jankowski advised there are also reliability issues with lift stations, and periodic <br />maintenance. The lift stations are checked every day. <br /> <br />Councilmember Dehen noted the cul-de-sac would be eliminated through this, and whoever <br />owns the land north of 157thmay have been marketing that as a cul-de-sac. <br /> <br />City Council / February 13, 2007 <br />Page 22 of 25 <br />
