<br />on Mr. Provinzino's acceptance that he will not receive compensation if and when his access to <br />Highway 10 is closed, and contingent on review by the City Attorney. <br /> <br />Councilmember Dehen stated this provision would be recorded against the land. <br /> <br />Councilmember Elvig indicated there is a precedent on this property, as this was done with the <br />neighboring property. It was the recommendation of the Public Works Committee to move this <br />forward. <br /> <br />5) Review RFP for Comprehensive Water Resources Management Plan <br /> <br />City Engineer Jankowski explained the Comprehensive Water Resources Management Plan <br />would provide a stormwater plan for the entire City. The plan was last updated in 1997. <br />Significant development has occurred since the plan was first created. Staff anticipates this <br />study will cost upwards of $160,000. It will be funded from the Storm Water Utility. It is <br />expected that the selection of the consultant and preparation of the plan will take over one year to <br />implement. The Comprehensive Water Resources Management Plan should be completed well <br />in advance of the Comprehensive Plan for the City so that recommendations from the Water <br />Resources Plan can be reflected in the appropriate sections of the Comprehensive Plan. The <br />motion of the Committee was to recommend the RFP for the Comprehensive Water Resources <br />Management Plan be approved by the City Council. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Olson, to ratify the <br />recommendation of the Public Works Committee in Case Nos. 3 and 5 and to direct staff to <br />prepare the documentation to quit claim Parcel lA to Mr. Provinzino free of charge, which <br />retains drainage and utility and trail easements in favor of the City over the subject parcel, <br />contingent on Mr. Provinzino's acceptance that he will not receive compensation if and when his <br />access to Highway 10 is closed, with this provision to be recorded against the land, and <br />contingent on review by the City Attorney, and to approve the RFP for the Comprehensive Water <br />Resources Management Plan. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Olson, Dehen, Jeffrey, <br />Look, and Strommen. Voting No: None. <br /> <br />2) Consider Purchase of Lot in River Pines Addition to Facilitate Street Connection <br />and Lift Station Abandonment <br /> <br />City Engineer Jankowski reviewed that on May 23, 2006 the Council directed that a right of first <br />refusal be negotiated on the property located at 5860 15ih Lane (Lot 1, Block 2 River Pines 1 st <br />Addition), since this property was identified as the best location for facilitating a connection <br />between the River Pines/Apple Ridge subdivisions and the proposed Rum River Meadows <br />subdivision to the south. It has come to staffs attention that this property has been for sale for <br />several months and has recently been reduced to an asking price of $282,900. Mr. Jankowski <br />indicated the benefits of this connection include the following: <br />· Elimination of a cul-de-sac serving 23 (future) units which exceeds the 600 foot length <br />limit for cul-de-sacs by 350 feet and providing a second outlet for these units. <br /> <br />City Council / February 13, 2007 <br />Page 21 of25 <br />
