<br />Public Hearing <br /> <br />Mayor Gamec called the public hearing to order at 7:31 p.m. <br /> <br />Presentation <br /> <br />City Engineer Jankowski stated at tonight's meeting; public hearings will be held on <br />Improvement Projects #07-02 through #07-11, which comprise the 2007 Annual Street <br />Maintenance Program. The 2007 program consists of 11 individual projects addressing the <br />maintenance needs on 20.73 miles of City streets. Projects 01-01 through 07-07, which cover <br />15.27 miles of City streets, will receive a sealcoating preceded by sealing of cracks having <br />widths which exceed lf4 inch. The 2007 program includes sealcoating of 3.53 miles of MSA <br />streets and is included in project 07-07. Projects 07-08 through 07-11, which involve 5.46 miles <br />of street, will receive a 1-~ inch bituminous overlay of the existing bituminous pavement <br />following the repair of failed areas by the Public Works Department. The 2007 program is <br />proposed to be financed through a number of funding sources including MSA funds, developer <br />escrows, special assessments, and City general funds. <br /> <br />City Engineer Jankowski advised Project 07-01 will not be an assessment project since funds for <br />the first sealcoating of newly constructed streets have been escrowed by the project developer for <br />this purpose. Project 07-07 is comprised of collector MSA streets which experience higher <br />project costs because of their wider pavement and need for striping and pavement markings. In <br />addition, these streets have lower unit densities as a result of the effort made to minimize the <br />number of accesses to these streets. This project will assess fronting properties along these <br />streets the average sealcoating assessment for 2007 program in accordance with Assessment <br />Policy No.6. The remaining projects have been aggregated by subdivision or similar lot sizes <br />and will be assessed per unit in accordance with Assessment Policy No.1. Mr. Jankowski stated <br />Table 5 of the feasibility study summarizes this year's project costs and anticipated individual <br />assessments. The total cost of all improvements is anticipated to be $896,608, of which $32,332 <br />will come from developer escrows and $124,000 will be financed through MSA funds. Funding <br />for individual projects is divided equally between assessments and the City general fund budget. <br />Sealcoat project assessments are anticipated to range between $221 and $316 per property. The <br />overlay projects have anticipated assessments which range between $1,194 and $2,053 per <br />property. <br /> <br />City Engineer Jankowski stated notice has been sent to all benefited property owners as required <br />by City Code and Minnesota Statutes Chapter 429. In addition, a resident meeting on the <br />program was held on January 31, 2007. More than 20 residents attended this open house and <br />another ten residents phoned staff with questions or comments as a result of the open house <br />notification. In addition to answering questions regarding the program, residents identified <br />several locations where drainage and other types of improvements should be made prior to the <br />contracted work being performed. Staff will investigate the suggested drainage improvements <br />and prepare a program to address them prior to the contract being let for the street work. Mr. <br />Jankowski advised following the public hearing, the Council should direct any revisions to the <br />feasibility study it deems necessary as a result of the comments made at the public hearing. <br />Assuming no petitions are received from a majority of the benefited properties opposing the <br /> <br />City Council / February 13, 2007 <br />Page 6 of 25 <br />
