<br />improvement, the Council will be asked to order the projects at the April 24, 2007 meeting. It is <br />anticipated that contracts will be awarded at the May 22, 2007 Council meeting and work will be <br />performed during June through July. Final costs will be presented at the assessment hearing on <br />September 25, 2007. Residents wishing to pay the assessment for the work will'have until <br />November 1, 2007 to pay the assessed amount to the City. Afterward the City will certify the <br />assessment to Anoka County to be collected with interest on the property tax statements over the <br />specified number of years (three years for sealcoats and ten years for overlays). <br /> <br />Citizen Input <br /> <br />There was none. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Olson, to close the public <br />hearing. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Olson, Jeffrey, Look, and <br />Strommen. Voting No: Councilmember Dehen. <br /> <br />The public hearing was closed at 7:35 p.m. <br /> <br />Council Business <br /> <br />Mayor Gamec called the regular City Council meeting back to order at 7:35 p.m. <br /> <br />City Engineer Jankowski indicated the projects will be presented to the Council to order at the <br />April 24, 2007 City Council meeting. <br /> <br />Councilmember Dehen stated he is not sure that he agrees with the assessment for the sealcoat <br />and overlay. He feels that this should be part of the general fund and city functions of repairing <br />roads and sealcoating as part of the City's duties. To ask the citizens to pay another assessment <br />in the amount of 50% he thinks is kind of a way to backdoor them on getting them to pay an <br />additional tax for that service. He is not convinced that the overlays and seal coats will increase <br />the value of these properties in order to apply assessments. He would like it stated for the record <br />that he does not agree with special assessments on the overlays and sealco~ts. <br /> <br />Mayor Gamec stated the City started this assessment policy a long time ago. They have looked <br />several times at going away from the policy, but the problem they run into is there are still <br />people paying assessments from previous projects, which have created a round-about situation. <br />It is difficult as to where to stop the assessments and the people that were assessed in the past <br />would want to be reimbursed. This has been a real problem, but the Council can review the <br />concerns again. At this time they would need to continue with the way the program is currently <br />done. <br /> <br />Councilmember Look questioned if this ordinance will be adopted tonight. City Engineer <br />Jankowski explained this is a special assessment project with specific steps to be followed. The <br />first step is to hold a public hearing.
