<br />AM and PM peak hour turning movement counts were collected the week of February 19,2007 <br />at both of the intersections. Additional daily roadway counts were collected the week of <br />February 26, 2007. <br /> <br />. Traffic Forecasts <br /> <br />Trip generation for the developments were developed in the Traffic Study for Rum River <br />Meadows/Shade Tree Cottages, 2005. The trips were determined using the Trip Generation <br />Manual, 7th Edition, Institute of Transportation Engineers, 2003 and are shown in table 1 for <br />reference. <br /> <br />Table 1 <br />AM and PM Peak Hour Trip Generation <br />Land Use Use Size A.M. With the connection at Neon Street it is assumed that a maximum of 50% of the <br />development traffic from north of 1 57th Avenue utilizing Potassium Street will use the <br />connection and then head north or south on TH 47. Essentially, this is 30% of the daily, 26% of <br />the PM peak hour, and 33% of the AM peak hour traffic from the new residential developments. <br />Additionally, approximately 50% of the traffic north of 1 57th Lane on Neon Street will likely use <br />the connection to access Nowthen Boulevard to TH 47 and other points west instead of using <br />15th Lane. <br /> <br />Traffic Operations Analysis <br /> <br />Analysis was completed for the existing conditions and. the proposed connection for both the <br />A.M. and P.M. peak hours. The analysis was performed using the methodology of the 2000 <br />Highway Capacity Manual through SYNCHRO, a traffic analysis software program developed <br />by Trafficware. Results of the analysis are displayed as measures of effectiveness. Measures of <br />effectiveness display quantitative information about the performance of an intersection or <br />network of intersections. The primary measures that are used in this study are level of service <br />and delay. <br /> <br />Level of Service <br /> <br />The operational analysis results are described as a Level of Service (LOS) ranging from A to F <br />and these letters serve to describe a range of operating conditions for different types of facilities. <br />Levels of Service are calculated based on the 2000 Highway Capacity Manual, which defines the <br /> <br />H:\RAMS\T4222096\Report\ExtensionTechMemo030707.doc <br /> <br />~ <br />
