level of service, based on control delay. Control delay is the delay experienced by vehicles
slowing down for a stop sign and the wait time at stop sign. Level of Service D is commonly
taken as an acceptable design year LOS.

Analvsis

The intersections were analyzed by the criteria listed above. Table 3 details the operational
results for the exiting conditions and for conditions after the connection is made. After the
connection is made no improvements to the intersections geometry were considered.

Table 3: Operational An~lysis
Intersection and Traffic Scenario Peak Hour Intersection Maximum Delay-LOS**
Control V olume*
AM 699 12.6-B
Existing ..........
TH 47 & 157lh Lane PM 925 11.7-B
Unsigna/ized With AM 708 12.7-B
Connection PM 932 11.8-B
AM 53 8.6-A
157lh Lane & Neon Street Existing PM 68 8.7-A
Un,signalized With AM 67 9.0-A
Connection . ......
PM 83 9.2-A
*T otal number of vehicles utilizing the intersection during the peak hour
**Maximum delay and LOS on any approach and/or movement

The intersections analyzed can be expected to operate tlle same after the connection is made. The
traffic that is added from the connection is negligible and does not affect the level of service for
any of the intersection movements.

The existing traffic on I 57th Lane, just west of TH 47, was measured at 980 vehicles per day.
With the roadway extension, it is projected that there will be a maximum increase of 90 vehicles
per day (9% increase) for a total of 1,070 vehicles per day on I 57th Lane.

The existing traffic using Potassium Street to the South is estimated at 60 vehicles per day based _
on recent counts. As the residential developments are completed, daily traffic is estimated at 520
vehicles per day. With the roadway extension, it is projected that there will be a maximum
decrease of 50 vehicles per day for a total of 470 vehicles per day on Potassium Street.

Summary and Conclusions

The extension of Neon Street between Rum River Estates and 157th Lane, west ofTH 47 is an
important roadway connection for local traffic circulation to and from Nowthen Boulevard
(CSAR 5) and TH47.

1. This connection will increase the volume of traffic using I 57th Lane near TH 47 by
approximately 90 vehicles per day (9%), but operations will not decrease noticeably.

H:\RAMS\T4222096\Report\ExtensionTechMemo030707.doc
