City Improvement webpages with the most current project information. This can be found on the city website, Engineering
Department page.
Time Frame/Observations/Alternatives:
Observations:
Though the plans are finalized, staff has determined a mid -January bid opening to be appropriate. This will allow contractors
bidding on the project to have more accurate information for 2027 pricing, and reduce potential speculative pricing
contractors may include. Advertisement of the project is proposed to be posted in December, closer to the bid opening date.
The public open house was held on September 29, 2026 for this project, one resident attended. Staff has addressed comments
outside of the open house from one other resident about the project, in general the main concern staff has received is if
municipal utilities would be extended to the subdivision as part of the project in both cases the residents were opposed to
utilities. For verification this subdivision is outside of the MUSA and municipal utilities are not proposed.
Alternatives:
Motion to adopt Resolution #26-241 approving final plans and specifications and authorizing advertisement for bids for
Deerwood Street Reconstructions, Improvement Project #27-03.
Funding Source:
Funding for this improvement is proposed to come from Pavement Management Funds and Storm Water Utility Funds.
Below is the engineer's estimate based upon 95% plans and assumed 2027 construction pricing and 23-percent indirect costs.
Staff observed a large price increase throughout the 2026 construction season, which is reflected by the engineer's estimate
being above the CTP level estimate. Additionally, the CTP level estimate did not anticipate any soil corrections.
Pavement Management Funds $976,700
Storm Water Utility Funds $106,000
Total Project Cost $1,082,700
CIP level estimated project costs are $857,670 ($745,800 PMF, $111,870 Storm Water Utility Funds). The final project costs
may change depending upon bid prices and actual construction quantities.
Recommendation:
On October 20, 2026, the Ramsey Public Works Committee recommended City Council approve final plans and
specifications and authorize advertisement for bids.
Staff recommends adopting Resolution #26-241 approving final plans and specifications and authorizing advertisement for
bids for Deerwood Street Reconstructions, Improvement Project #27-03.
Outcome/Action:
Motion to adopt Resolution #26-241 approving final plans and specifications and authorizing advertisement for bids for
Deerwood Street Reconstructions, Improvement Project #27-03.
Attachments
Res 26-241
27-03 Street Summary
27-03 Title Sheet
27-03 Typical Section
Form Review
Inbox Reviewed By Date
Brian Hagen Brian Hagen 10/22/2026 08:16 AM
Form Started By: Joe Feriancek Started On: 10/19/2026 10:19 AM
Final Approval Date: 10/22/2026
