own. At the least the EDA could facilitate some better communication and provide the
businesses with a better ability to prepare.

Member Elvig indicated he agrees with the concerns. He explained the community states there
should not be one more business or house until the roads are fixed, and to do that requires
removing entrances to make the roads more efficient. The businesses ask for more rooftops and
want better infrastructure to get there, and there are also people asking for whistle fee zones
which requires 150 feet of un-crossable medians. This is a huge conundrum. He suggested the
EDA may need to be more targeted in informing the businesses that will be hurt by the medians.

The Board discussed the challenges that will face businesses due to medians, and whether there
is a role the EDA can play to notify business owners of the median impacts that will be coming.

Member Elvig left the meeting at 9: 13 a.m.

Case #4:

Ramsey3 Presentation

Community Development Director Trudgeon provided a presentation on the Ramsey3 project,
including the following information:

· $50,000 grant received from the McKnight Foundation
· Ramsey3 Steering Committee
· Three components of Ramsey3:
o Forums
~ Regional Intersections: Keynote Speaker: Dan Marckel, CURA
University of Minnesota
~ Community Ecology: Keynote Speaker: Douglas Farr, Farr and
Associates, Chicago, IL
~ Innovative Zoning: Farr and Associates, Chicago, IL
~ Transportation Alternatives: Dan Burden, Glatting JacksonlWalkable
communities, Orlando, FL
o Open Space Technology
o Implementation process

Commissioner Schindel asked how the Ramsey3 project will be funded after the $50,000 grant is
expended.
