<br />Community Development Coordinator Trudgeon indicated the point of this discussion is what <br />the EDA wants to utilize their land for. The EDA has a limited amount of land they are <br />marketing; he is hearing the choice would not be to sell the land to be used for a hockey rink. <br /> <br />Ramsey Crossings <br /> <br />Economic Development Coordinator Sullivan provided an overview of tax increment financing <br />in relation to the ACCAP and Crest View projects in Ramsey Town Center and the Ramsey <br />Crossings proj ect. <br /> <br />Member Steffen questioned why affordable housing is being put in the center of Town Center <br />with the ACCAP project. Community Development Director Trudgeon replied it was planned to <br />include affordable housing in Town Center close to the core area. The ACCAP project was <br />originally discussed to be 20 market rate units and 20 assisted units, and now will be a total of 40 <br />assisted units. The timing is right for this and there is an overlay housing plan to address <br />affordability. The project will include an extensive screening process. <br /> <br />Member LeTourneau noted there will be first floor retail and professional services below the <br />housing. <br /> <br />Member Elvig commented the management group with the ACCAP project has a good record in <br />Ramsey. It should be noted that the project will be assisted living to make it affordable, but the <br />building is built to a standard; the assistance comes with how the cost is bought down. <br /> <br />Member Steffen indicated he received a letter from Habitat for Humanity regarding their project <br />in the City. Community Development Director Trudgeon explained Habitat for Humanity is <br />building three 8-unit buildings within the Town Center Gardens development. Member Elvig <br />indicated part of the Habitat for Humanity effort is marketing to let people know they need <br />community effort. The participants are very well screened and schooled in how to be neighborly <br />and to care for their homes, and the homes are a purchase situation. The homes are built to the <br />same standards; Habitat for Humanity has found ways to get their projects together more <br />affordably so people have a better opportunity. <br /> <br />Medians <br /> <br />Economic Development Coordinator Sullivan distributed a memo drafted by Chairperson Riley <br />regarding the installation of medians with road improvements that have occurred in the City and <br />the future road improvement projects planned on Armstrong Boulevard in 2007 and Sunfish <br />Lake Boulevard in 2008, which will be County led. Mr. Sullivan indicated Chairperson Riley <br />would like the EDA get in front of this issue and to discuss notifying businesses about the <br />changes that are coming, or to take it a step further with a recommendation regarding the <br />projects. <br /> <br />Chairperson Riley noted the EDA discussed the median on CR 116 in front of Wendy's and SA. <br />Since that time he has heard about the median on Ramsey Boulevard and the median coming on <br />Sunfish Lake Boulevard. He suggested the EDA be involved in making sure the businesses are <br />aware of what is coming with the medians; at least giving them the ability to fight it on their <br /> <br />Economic Development Authority/January 11, 2007 <br />Page 9 of 11 <br />
