small sheet, therefore opening up more ice time on the larger rink for the other users. There is
some economic impact in having a rink located in the City, but it is more of a trip generator.
Diamonds has about 1 ~ acres south of their facility, which he thinks may be a better fit for a
rink.

Member Elvig commented the smaller sheet of ice would not be as flexible as a full size rink.
He stated he would be a big proponent of sheets of ice in this community, and would also couple
that with an entire center. He has heard a lot of discussion about rinks including an additional
lane for curling. There are 500 curling teams registered in the state with only a few sheets of ice
available for curling.

Member Steffen inquired about the possibility of a rink being attached to a community
center/health club in Town Center. Member Elvig noted that would be possible, but the rink
component of this does not have to include a building of that quality and would take up a lot of
ground. There is currently a draft on paper of a health center/community center and hotel
combined. The only opposition he would see to a rink being tied in is the valuable space it
would take up.

Member Schindel asked why a hockey rink is not a Park and Recreation project versus an EDA
project. Economic Development Coordinator Sullivan replied locating the hockey rink was an
inquiry; staff wanted the EDA's input regarding putting a hockey rink in an industrial area on
land owned by the City. He informed those inquiring that there would be more interest in the
benefit of a full size rink; they were not interested in a full size rink, they have been adamant this
is a new market and it has to be small for it to work. There is only one other rink this size in the
state, and that is located in Eden Prairie.

Member Elvig suggested the possibility of locating the rink where a full size rink could be
incorporated into the same area. The Summerset Meadows, LLC property on Highway 10,
where there is commercial on the inside of the belt, has been considered as a site for a rink.
Economic Development Coordinator Sullivan indicated he can direct the users to the Summerset
Meadows, LLC location. One of them had interest in doing a 2/3 size rink and full size rink in
the future, but the importance was doing the 2/3 rink first.

Chairperson Riley clarified the EDA would not want the rink located in an industrial area, but
there is interest in this type of use in the City.

Economic Development Coordinator Sullivan indicated he will proceed as a facilitator for the
interested parties.

Member Schindel noted recently there was a daycare business that wanted to be located in an
industrial area and the Council turned it down. The rink request is similar in that it may not be
the best fit in an industrial area. Economic Development Coordinator Sullivan replied daycares
are not an allowed use in the district where it was requested to be located; however hockey rinks
are an allowed use in this industrial area.

Economic Development Authority/January 11, 2007
Page 8 of 11
