Member Elvig suggested Governor Pawlenty be invited to speak about transportation at the
event. The Board discussed Governor Pawlenty and House Transportation and Infrastructure
Committee Chair Oberstar as possible speakers for the event regarding the topic of
transportation. It was noted there would likely be a large turnout if Governor Pawlenty or Chair
Oberstar were to accept the speaking invitation.

Consensus of the Board was the following:
. Event date will be kept flexible for mid March based on speaker availability
. Invitations should be clear that space will be limited
. Plan 1 (Governor Pawlenty or Chair Oberstar as speaker): Setup in the Alexander
Ramsey Room for seating only, with continental breakfast and a social area in the hall.
. Plan 2 (Alternate speaker): Setup in the Alexander Room with tables and hot breakfast.

Economic Development Consultant Mulrooney commented if Governor Pawlenty or Chair
Oberstar agree to speak at the event it will be important for them to see the municipal center and
how the City of Ramsey is geared up for the commuter rail. Member Elvig noted it would also
be an opportunity to thank them for efforts in this area.

Motion by Member Strommen, seconded by Member LeTourneau, to authorize staff to commit
EDA funds for purchasing and mailing of the invitations associated with the Business
Connection Breakfast, following the plan as discussed above for the event.

Further discussion: Member Letourneau suggested the motion include a statement to allow for
the expenses to be absorbed equally amongst the Anoka County Partners and the Ramsey Rotary
if there are not speaker associated costs due to Governor Pawlenty or Chair Oberstar being
secured for the event. Economic Development Coordinator Sullivan indicated Anoka County
Partners is willing to pay up to $5,000 to $6,000 for costs associated with a speaker and
transportation. Member Strommen noted the costs for Anoka County Partners should shift if
they are not paying for costs associated with a speaker.

Motion on the floor amended as follows: Authorize staff to commit EDA funds for purchasing
and mailing of the invitations associated with the Business Connection Breakfast, following the
plan as discussed above for the event, and to direct staff to work with the Ramsey Rotary and
Anoka County Partners to coordinate cost sharing for the event.

Motion carried. Voting Yes: Chairperson Riley, Members Strommen LeTourneau, Elvig,
Schindel, and Steffen. Voting No: None. Absent: Member Kiefer.

Case #3:

Work Plan Goal Summary

Economic Development Coordinator Sullivan reviewed that the EDA discussed goals for the
upcoming year at the November 30, 2006 meeting. A summary of the 2007 goals has been
included in the EDA packets.

Member Elvig stressed the importance of adding Ramsey Town Center marketing to the
marketing portion of the work plan.

Economic Development Authority/January 11, 2007
Page 3 of 11
