CASE #4

REPORT OF WATER STUDY CONSULTANT SELECTION PROCESS
By: Steven J. Jankowski, City Engineer

Background:

The City has budgeted $20,000 in 1998 to perform an update of the City's comprehensive water
study. The purpose of this case is to provide an update on the consultant selection process and
provide an opportunity for Committee input to this process. Attached is a copy of a request for
qualifications which has been sent to seven engineering firms which are listed below:

Company Contact

Barr Engineering
Bolton & Menk
OSM Associates, Inc.
Progressive Consulting Engineers, Inc.
S.E.H., Inc.
T.K.D.A.
Westwood Professional Services, Inc.

Mr. Steve Klein, P.E.
Mr. Robert Brown, P.E.
Mr. John Mentor, P.E.
Mr. Naeem Qureshi, P.E.
Mr. James Norton, P.E.
Mr. Dick Sobiek, P.E.
Mr. Tim Korby, P.E.

As stated within the request letter, it is Staff's intention to select a short list of consultants on the
basis of a rating of their qualifications. It is then our intention to make the final selection fi:om
this short list. A number of potential processes are available to make this final selection.
Generally, at a minimum, a written proposal from each consultant, providing a detailed approach
to the study, along with a project budget would be requested. Additionally, oral interviews could
also be a part of the selection process.

Committee Action:

None required; however, the Committee may wish to provide input on the consultant selection
process.

Reviewed By:
City Administrator
Director of Public Works

RB:I 1/17/98
