CASE #5

DISCUSS DRAINAGE OUTLET FOR BUSINESS PARK 95
By: Steven Jankowski, City Engineer

Background:
The drainage plan for Business Park 95 has made liberal use of small on-site detention ponds and
a series of overflows which ultimately transmit the storm run-off to a large regional holding
basin which is located on the southeastern comer of the industrial park. This location is adjacent
to the City of Anoka, and just north of the railroad tracks. Ultimately, when the entire industrial
park is developed, it will be necessary to have an outlet from this basin.

Two alternatives appear feasible for such an outlet. The first would be to provide an overflow
into the City of Anoka's storm sewer system, which is located east of Ramsey's industrial park.
This could be accomplished by extending 750 feet of 24-inch storm pipe from Ramsey's pond to
a storm sewer stub located in McKinley Street as illustrated in the figure entitled "Plan A". The
cost of making this connection would be $30,000 plus whatever the City of Anoka will require
for the use of their system. A letter has been sent to Anoka requesting determination of this cost.

A second alternative would be to construct a separate outlet direct to the Mississippi River. This
alternative is illustrated in the figure entitled "Plan B". This plan entails approximately 1,200
feet of storm pipe ranging from 24-inch to 42-inch in diameter and includes the jacking of both
Highway #10 and the Burlington Northern railroad tracks. The cost of this alternative is
estimated to be $166,000 plus obtaining the necessary drainage and utility easements. In
addition to providing an outlet for the Business Park 95 storm water, Plan B also provides an
opportunity to drain the developed area between the railroad tracks and Highway #10, which is
currently experiencing drainage problems, particularly the ParaBody building along Highway
#10. Also, this strip of land east of Sunfish Lake Boulevard to the City limits has the potential
for further development which the drainage will need to be improved. Alternative B has the
potential for providing drainage to approximately 150 acres.

Discussion:
At this point, the City of Anoka has indicated that if connecting to their storm sewer system is
desired by the City of Ramsey, we need to begin discussion soon since construction may limit
certain options.

Committee Action:
Based upon discussion.

Reviewed by:
City Administrator
Director of Public Works
Finance Officer

R & B: 11/17/98
