Councilmember Strommen stated fiscal management and community development experience'
are key. These are probably the two big issues for the City of Ramsey. It is essential for Council
to rely on that experience and for the individual to have credibility coming into the community.

Councilmember Jeffrey clarified the fiscal management skills of the city administrator would be
on a broad perspective.

Councilmember Elvig indicated he would like to review the list of priorities that will be included
in the ad and brochure.

Ms. Sims stated the list will be provided to Council to review and edit.

Mayor Gamec commented there is a group of city administrators that meet continuously and
share their knowledge. It has been expressed that the most difficult problem is getting to
understand Minnesota's system.

Councilmember Dehen commented the statements that have been made are all on the right track
ofthe type of individual to look for. Ultimately the decision is based on who is sitting in front of
you and the reaction you have.

Councilmember Look indicated his preference for the following traits: open communication;
honest leadership with a lot of integrity; a real desire to be in Ramsey; business experience;
ability to meet the goals of the City without impacting taxes and the ability to reduce taxes if
possible; ability to build a commercial tax base; ability to work to clean up blight in the City;
negotiation skills; and patience.

Mayor Gamec asked how many applicants will likely be brought before the Council.

Ms. Sims indicated typically they encourage no more than five applicants be considered by the
Council, as it gets confusing if there are more; they usually stay in the range of four to six
candidates. Council will have input into who the five candidates are. She will interview them
and present their strengths and weaknesses to the Council. They recommend a two day process
for the candidates to meet Council. The first day the candidates would learn about Ramsey.
Council would welcome them to the City, the department heads would give them a brief synopsis
of their departments, they would receive tours of the community, and there would be a meet and
greet reception with Council, staff, citizens, boards and commissions. The next day would
include more pointed interviews.

Mayor Gamec suggested the candidates be provided with the State of the City information which
spells out what is happening department by department.

Councilmember Elvig informed Ms. Sims he has engaged individuals in the City, some are
business folks and some are civic leaders, to get their perspective. He sent out a flyer that he
should receive back within the next 1-~ weeks. He will provide Ms. Sims with the results.

City Council Work Session I March 13, 2007
Page 4 or6
