search process in 2011 with the transition. The City is hiring an administrator, but someone
that would be interested in making that transition.
Councilmember Jeffrey asked how the transition from a city administrator to a city manager
in 2011 would change the way the search is conducted. Ms. Sims replied it would affect the
applicant pool, but it sounds as though it would be a fairly smooth transition. If there are
things that will be changing in the City they would need to know about it, especially since
there are so many people in the Twin Cities area who would normally be expected to apply
for something like this. The brochures would state the transition expectation so it is
understood.
Mayor Gamec asked if the current city manager in Blaine was placed by Waters Consulting
Group.
Ms. Sims replied Waters Consulting Group placed the city manager in Blaine three years ago.
Councilmember Elvig asked if Waters Consulting Group conducts head hunting.
Ms. Sims replied they do head hunting, advertising and direct mailing. Waters Consulting Group
keeps a good pool of people they have met through the years and keeps in touch with. Waters
Consulting Group has a strong partnership with ICMA. They go to different municipality
conferences and have some up- and - coming people they are aware of, and know if they are ready
for a change. Waters Consulting Group does not recruit individuals they have placed.
Closing Comments from Mayor
Mayor Gamec thanked Ms. Sims for her time. He indicated the Council will try to make a
decision tonight.
The work session was recessed at 7:20 p.m. and reconvened at 7:24 p.m.
Council Caucus
Following discussion of the search firm interviews, consensus of the Council was to select
Waters Consulting Group as the Executive Search Firm for the city administrator search.
Council discussed that an element of the consultation with the City should include interviews
with department heads, and board and commission chairs.
Councilmember Elvig noted the need to review the criteria of the dynamics included in the
contract for items that may need to include more detail. He noted one of the proposals
specifically states the firm would not recruit anyone they have placed. The dollars in the
contract also need to be analyzed to understand the true deliverable.
Human Resources Manager Reed Kone indicated the contract with Waters Consulting Group
would be at a cost of $18,500 plus expenses not to exceed $10,000.
City Council Work Session / February 6, 2007
Page 13 of 14
