Councilmember Elvig asked how the 1250 gpm engine compares with the current fire truck.
Fire Chief Kapler replied this is a direct replacement. As far as the 1000 gallons of on board
water, staff believes this truck will continue to respond to the rural areas and water needs to be a
high priority on the truck.
Councilmember Elvig inquired whether there are payments remaining on the old fire truck and if
it will be kept or sold.
Finance Officer Lund indicated approximately $131,000 has been depreciated on the old fire
truck. The original price of that fire truck was $150,000. Basically they have expensed out
$130,000 of the $150,000 that can be applied to the new truck. The cost of the new truck is
estimated at $360,000.
Fire Chief Kapler indicated the bid process is approximately 30 days, and the manufacturing
length is close to 12 months. Delivery on the new truck will likely be at the end of 2008. He
explained the City has always worked with the manufacturer in the past through discounts
offered with the requirement to pay for the chassis upfront. The City has always been open to
this in order to drive the cost down. Mr. Kapler stated there are several options for the old fire
truck; putting it out on the used market is one option; there typically is not much made back
through this option. For the barebones truck without the equipment he would be surprised to get
more than $30,000 on the open market. Another option would be that Burns Township may be
interested in purchasing the truck. His feeling is that Burns should pay an equitable price, and
staff is working through that with them.
Assistant Fire Chief Lemm advised it would be much easier to sell the fire truck with the
equipment on board. There are a lot of small towns that have nothing and would love to have a
truck that comes equipped.
Councilmember Elvig asked if there are a fair amount of used fire trucks on the market.
Fire Chief Kapler replied they are out there. However, a fire truck built for Minnesota is
different than one built for Florida; it is not a country wide market.
Assistant Fire Chief Lemm noted they could go as far as saying a fire truck for Ramsey is not the
same as a fire truck for Minneapolis. There are quite a few fire trucks for sale.
Councilmember Elvig asked if there will be any shift in cash flow with the purchase of the new
fire truck.
Finance Officer Lund responded in the negative.
Councilmember Look inquired about the option of maintenance to fix the current fire truck,
rather than purchasing a new truck.
Finance Committee / February 13, 2007
