CASE # 4 <br />CONSIDER AUTHORIZING THE OFFICIAL MAPPING OF A PORTION OF THE <br />NORTHWEST RIVER CROSSING AND THE USE OF RALF FUNDS TO PURCHASE <br />PROPERTY WITHIN THE NORTHWEST RIVER, CROSSING CORRIDOR <br />By: <br />Patrick Trudgeon, AICP, Community Development Director <br />Background: <br />For the past year, the City and Anoka County have been in discussion with Mr. Larry Boike <br />regarding the purchase of his property located within the future Northwest River Crossing <br />corridor at 14453 Llama Street. Information from the recently completed Hwy. 10 Access <br />Management Study indicates that the Boike property will be impacted both by the future river <br />crossing as well needed interchanges to connect to Hwy. 10. The following items are included <br />for your information: <br />a) Site Location Map <br />b) Proposed Resolution to Authorize Official Mapping in the Northwest River Crossing <br />Corridor <br />c) Letter supporting the use of RALF Funds to pay for the purchase of the Boike Property <br />Discussion: <br />Anoka County has informed the City that the purchase of the Boike property is a transportation <br />priority for the region. Mr. Boike has previously marketed his land for development, but has <br />been willing to sell the land to Anoka County. Anoka County is planning on using several <br />sources to fund the purchase of the Boike property. These include use of Federal Funds, other <br />County sources, and RALF funds administered by the Metropolitan Council. The City of <br />Ramsey has successfully been using RALF to purchase several properties in the Hwy. 10 <br />corridor. To that end, the City of Ramsey and Metropolitan Council have earmarked some <br />RALF dollars for additional purchases along Hwy. 10. Anoka County is requesting that the City <br />allow for approximately $1.2 million of the earmarked funds to be utilized to help fund the <br />purchase of Boike property. In order for the funds to be utilized, the Metropolitan Council is <br />requiring (a) that a letter from the City be sent indicating that Ramsey will allow the use of the <br />earmarked RALF dollars and that the City understands that no additional funding for purchases <br />in the Hwy. 10 Corridor will be available until June 2007; and (b) that the Boike property be <br />officially mapped in order to be eligible to use RALF. <br />A draft copy of the letter to Metropolitan Council is attached to this case. <br />Anoka County has asked the City for assistance with the Official Mapping of the Boike property. <br />As previously mentioned, the Hwy. 10 Access Management Study, while not reaching a final <br />preferred alternative regarding the use of interchanges between the future bridge crossing and <br />Hwy. 10, it does show that all options under consideration will greatly impact Mr. Boike's <br />property. Staff has contacted Bolten and Menk regarding the need for official mapping the <br />M-M <br />
