Robert Street <br />St. Paul, MN 55101 <br />Re: Understanding of RALF Allocations in Ramsey <br />Dear Councilmember Steffen: <br />On behalf of the Ramsey City Council, I would like to thank you for the work you and Anoka <br />County Commissioner Dennis Berg have put into making the acquisition of a critical piece of <br />property along Trunk Highway #10 a potential reality. We have been working for the past two <br />years to negotiate and develop a financing strategy that would allow for the City to participate in <br />the purchase of Mr. Larry Boike's property, located within an area of TH10 that will <br />undoubtedly be needed for transportation access and/or highway in the future. <br />It is our understanding that Anoka County has negotiated new terms with Mr. Boike to acquire <br />the full property, and that the City of Ramsey must complete specific steps and/or actions to <br />assist the County in the acquisition. More specifically, we understand the County intends to use <br />a portion of federal funding allocated to right -of -way acquisition activities for the Northwest <br />River Crossing toward the purchase of the property, and that an additional $1,200,000 is being <br />requested from a RALF allocation made to the City of Ramsey for the purchase of the property <br />located at 7665 Highway #10 Northwest in Ramsey, owned by Mr. Todd Bialon of EZ Auto <br />Sales. The City of Ramsey understands that in order to acquire the Boike property, the City must <br />relinquish its placeholder for the acquisition of the Bialon property, and that if the City is <br />interested in purchasing the Bialon property at some point in the future, a new application must <br />be submitted; furthermore, the City understands the application may not be accepted based on <br />available funds or other limitations of the RALF Program. <br />_92_ <br />
