Voting No: None. <br /> <br />Case #6: <br /> <br />Adopt Trunk Highway 10 Access Management Study <br /> <br />Public Works Director Olson reviewed that the City and Anoka County entered into a Joint <br />Powers Agreement to study access on Trunk Highway #10 in 2005. The parties were successful <br />in obtaining a $200,000 federal grant to help fund the study. The City and County agreed to <br />splitting the remaining $50,000. The funding source for the $25,000 City share is the Public <br />Improvement Revolving Fund. Subsequently, a request for proposal (RFP) for the Trunk <br />Highway 10 Access Management Study was sent to qualified consultants. The City and County <br />selected the firm of SEH to perform the study in conjunction with The Tinklenberg Group. Mr. <br />Olson stated the study is complete and the results were presented at the February 20, 2007 <br />worksession. The Council requested that the study be brought forward for adoption. <br /> <br />Councilmember Elvig stated he is hearing from his constituents the need to do anything they can <br />to move roadways along. This is probably the number one issue in Ramsey today. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Strommen, to adopt the <br />resolution accepting Trunk Highway 10 Access Management Study dated February 2007 <br />prepared by The Tinklenberg Group, RANI Engineering and SEH. <br /> <br />Further discussion: Public Works Director Olson indicated there was discussion through the <br />week, as well as at the worksession, about Sunfish Lake Boulevard north of the railroad tracks <br />and the cul-de-sac at McKinley Street including further study to allow for an underpass under <br />Armstrong Boulevard in a future design. <br /> <br />Motion on the floor amended as follows: To adopt Resolution #07-02-067 accepting Trunk <br />Highway 10 Access Management Study dated February 2007 prepared by The Tinklenberg <br />Group, RANI Engineering and SEH, with the cul-de-sac at McKinley Street including further <br />study to allow for an underpass under Armstrong Boulevard in a future design. <br /> <br />Motion carried. Voting No: None. <br /> <br />Case #7: <br /> <br />Special Events Permits <br /> <br />Police Chief Way explained special event permits are reviewed on a case by case basis. Staffhas <br />amended the special events permit application to be more inclusive of other activities associated <br />with a music festival, and has added verbiage to make certain the applicant knows that fire <br />inspections are needed and that policing/security is necessary. Staff would like to discuss with <br />Council how late music sho~ld be allowed to be played outdoors, as well as security and policing <br />of these events. <br /> <br />City Council / February 27, 2007 <br />Page 17 of 21 <br />
