<br />Councilmember Elvig explained the question for him is whether midnight adds much more to the <br />benefit or detracts so much more from the community for having to put up with it for that extra <br />hour. With the many events that have happened in the City it seems the happy medium is 11 :00. <br /> <br />Councilmember Look suggested whatever decision is made regarding the time the information <br />should be included in the- Ramsey Resident. <br /> <br />Councilmember Dehen suggested a compromise of 11 :00 p.m. one night and midnight the other <br />night of the event. <br /> <br />Mayor Gamec stated the times should be kept the same to facilitate monitoring the event. <br /> <br />Councilmember Olson stated times allowed for music need to be consistent for this event and for <br />all other events in the City. If 11 :00 p.m. will be allowed on Friday and Saturday nights there <br />should also be a discussion of times for other days of the week. <br /> <br />Councilmember Dehen asked whether the action tonight is approval of the special event request <br />by Diamonds. <br /> <br />Police Chief Way stated the special events permit application has been made to the City and will <br />come before the Council at the March 13. 2007 meeting. The application will include the time <br />decided upon by the Council tonight, as well as items the Fire Department would like to address. <br />Mr. Way indicated he would like to address security issues tonight as well. <br /> <br />Motion by Mayor Gamec, seconded by Councilmember Olson, to direct staff to include a time <br />limit of 11 :00 p.m. for music on Friday and Saturday nights in the special events permit <br />application. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Olson, Elvig, Look, and <br />Strommen. Voting No: Councilmembers Dehen and Jeffrey. <br /> <br />Police Chief Way stated in relation to security with special events, the City of Ramsey has a <br />small Police Department and is not able to have a dozen officers in attendance at special events. <br />There should be consideration of determining a minimum number of licensed law enforcement <br />officers at special events. If the Ramsey Police Department cannot provide that service due to <br />the numbers, the service would be provided by the Sherifr s Department. <br /> <br />Councilmember Dehen asked whether private security firms - could be utilized to fulfill the <br />minimum requirements. <br /> <br />Police Chief Way replied the problem is that private security firms do not have arrest powers. <br />Private firms could be present to assist licensed officers, which has been done in the past with <br />events at Diamonds. <br /> <br />Councilmember Dehen asked how it is determined how many officers to assign and who pays for <br />them. <br /> <br />City Council / February 27, 2007 <br />Page 19 of 21 <br />
