<br />He agrees the median will create an issue with the businesses; however, he verified that the letter <br />was in place after there was a challenge by a business that there was not a letter. <br /> <br />Mayor Gamec suggested an informational meeting be set up with the County Commissioner and <br />the Engineering Department. <br /> <br />Public Works Director Olson indicated McKinley Street is an issue that is yet unresolved in the <br />Highway 10 Access Management Plan. There will be a public input period through the design <br />process and Mr. Heinen will be notified. <br /> <br />Councilmember Elvig noted another issue is that this area is rezoned for the rail; one of the <br />biggest issues is to close off the railroad crossing for it to become whistle free. There has been a <br />mandate from a lot of people for this to be a whistle free zone; in order for this to happen the <br />medians have to be put in. <br /> <br />Mr. Frank Yamoutpour, business owner, stated he has the plan with him of what is intended to be <br />done. <br /> <br />Mayor Gamec stated the time to bring up the concerns is when they meet with the County. The <br />City cannot give any answers or agreement tonight. <br /> <br />Mr. Yamoutpour stated he was told the City is pushing for this because they don't want the train <br />whistle. The reason for the letter that was sent to the developer was because he wanted an <br />ingress and was told he could not have that, but that a median could possibly be put in. The City <br />told him they will run a service road better to get his ingress from the service road. This plan <br />that he got from the County is killing his business, and this is his life. <br /> <br />Mr. Heinen stated it was posted on the City website that this would be on the agenda tonight. <br />That is why they came here to discuss this. <br /> <br />Public Works Director Olson explained the THI0 Access Management Plan includes conceptual <br />plans for if and when the freeway comes through. That is the plan that will be addressed tonight; <br />not the plans that are currently being discussed. Mr. Olson stated he plans on talking to <br />Commissioner Berg regarding this. The City pushed hard for the median opening for the <br />Holiday Station and Burger King and lost that argument. <br /> <br />Mayor Gamec stated an informational meeting will be set up with the County Commissioner, the <br />Anoka County Highway Department and the City Engineering Department. <br /> <br />Neighborhood Concerns Regarding Potential Blight Conditions <br /> <br />Councilmember Elvig stated he received a letter from a couple of constituents, Tom and Lydia <br />Ross at 5672 - 157th. Mr. Ross had called him about a concern with a neighbor in the area with <br />seven vehicles in the front driveway. He asked Mr. Ross to put a letter together and send it to <br />him. The letter Mr. Ross sent includes signatures of about 15 of the neighbors. Councilmember <br />Elvig requested staff to follow up regarding the concerns of potential blight conditions in <br /> <br />City Council / February 27, 2007 <br />Page 4 of21 <br />
