Wildlife Preserve No.2. He does not know whether there is an issue of civil concerns with the
covenants on the development, or whether there is something the City can do to assist with this.
The Police Department has stopped out and taken photos on numerous occasions.

Police Chief Way reported the Police Department was at the property of concern on February
10th. There were seven vehicles in the driveway with three showing expired tabs. All of the
vehicles were parked legally on the driveway; one unlicensed vehicle is allowed. The property
owners were sent a letter on February 13th regarding the ordinance and getting into compliance,
which must be done within 30 days. As far as allowing or not allowing people to park as many
vehicles as they want in their driveways, the City ordinance does not cover that. If a business is
being run out of the home, that can be dealt with. The neighbors have said these vehicles have
not moved in sometime, which is different than what the homeowners said. If the Council would
like to look at the number of vehicles allowed at a residence this could be done through the
ordinance. There are covenants in this neighborhood that covers this as far as it being a civil
matter, which is nothing the City deals with. The problem that happens with a lot of these
covenants is that the associations often are no longer active to enforce violations. The Police
Department has started a file on this property, as well as several other properties in the City.
This topic could be discussed further at a worksession if the Council would like.

Councilmember Elvig noted the Council has discussed taking over some of these rulings and
wants to assure people they are looking at the clean up of some of these sites. They are trying to
speed up the process by moving the judge and jury to the Council to address these complaints.
Interested residents could attend the worksession when this is discussed in April.

Police Chief Way indicated this topic is scheduled for the April3rd worksession.

Upcoming Events

Mayor Gamec announced the Ramsey Rotary's first annual wine tasting event is scheduled for
Thursday, March 15th at Northfork. Tickets are available at Coborn's or individuals can contact
the Rotary Club or Interim City Administrator Heidi Nelson or Administrative Intern Tim
Gladhill at City Hall.

Councilmember Strommen announced the next Ramsey3 forum will be a session on innovative
zoning. It is scheduled for March 29th at 7:00 p.m. in the Alexander Ramsey Room of the
Municipal Center.

APPROVE AGENDA

Mayor Gamec noted the addition of Case No.7: Special Events Permit

Councilmember Elvig requested Consent Agenda Item No. 10: Adopt Five- Year Strategic Goals
be moved to the regular agenda as Case No.8.

Motion by Councilmember Strommen, seconded by Councilmember Jeffrey, to approve the
agenda as amended.

City Council / February 27, 2007
Page 5 of21
