<br />Request for Proposal <br />CONCEPT' PLANNING FOR PROPOSED P'ARKAT SUNFISH LAKE <br /> <br />Task 1- Confirm Understanding/Approach to the Project <br /> <br />Consultant to review the project goals with city staff and to finalize the project approach. <br />Topics to be discussed include but are not limited to: <br />. identification of key issues, <br />. explore preliminary concepts for integrating a residential housing component <br />within the general area, <br />. sources of background information, <br />. potential uses and connections, <br />. support materials necessary for meetings with City staff and consultants, <br />. project phasing and ownership issues, as well as project schedule, <br />. identify alternative funding mechanisms for park development, <br />. Public participation <br /> <br />NOTE: Some of this Task's issues may actually occur prior to the consultant preparing <br />the proposal as scoping activity. <br /> <br />Task 2 - Assemble Base Information - Tour Project Area <br /> <br />Consultant to assemble project base maps from available data sources. Existing <br />boundary and topographical surveys and aerial photography will be used to create a <br />CAD/GIS base map for the project area. Additionally, confer with the Anoka County <br />Conservation District on the land cover and natural resources and as well as soils <br />patterns. During the project tour, a photographic inventory is to be completed and project <br />features that are not apparent on the base maps will be added. (The city-wide Natural <br />Resources Inventory being developed concurrently with this project will be utilized as <br />information becomes avalible.) <br /> <br />Task 3 - Generate a Park Service Area Analysis <br /> <br />Consultant to gather and compile relevant land use and housing information to determine <br />the likely number of near and long term users of the proposed park facilities. Identify <br />'highest and best' land use within service area for planning purposes. Review appropriate <br />public planning documents and existing plats to estimate households that will be within <br />reasonable walking or biking distance from the park. Analyze how other nearby park <br />facilities (existing and proposed) will compliment or place demands within the new park. <br />
