Task 4 - Develop Concept Plans

Consultant will assemble two to three concept master plans. The purpose of the plans is
to broadly explore varying approaches to the overall development of the park area.
Concepts will investigate different use placements, patterns of structured and
unstructured open space, and a variety of trail and access alternatives. Facilitate with staff
the process to generate consensus on a preferred concept design direction for the park.

Task 6 -'- Develop the Park Master Plan

Develop a detailed graphic master plan based on the preferred concept design direction.
Plan to include all proposed park improvements clearly drawn to scale and depicting
grading requirements, play areas, trails, native trees, shrubs, and vegetation, lighting,
shelters, water recreation, piers/boardwalks, signage, and any other design elements that
evolve through the planning process.

Generate an itemized preliminary cost estimate for the proposed improvements.

Present the detailed master plan with related costs to staff and the Park Commission for
review and approval subsequent to a Public Hearing. Incorporate any final Commission
recommendations into the fmal park master plan.

Present recommended master plan (with earlier concepts) to City Council for additional
work direction.

Task 7 - Document the Planning Results

Reconcile the Master Plan with Council direction and compile the Site Analysis, Service
Area Analysis, Concept Plans, and final Park Master Plan drawings into a reduced color
report of either 8 W' x 11" or 11" x 17" format and submit 20 copies to City staff, as well
as a digitized file.
