BOARD BUSINESS <br /> <br />Case #1: <br /> <br />Request for a Variance to Height Restrictions for a Senior Housing Facility; <br />Case of City of Ramsey and Anoka County Housing and Redevelopment <br />Authority (continuation) <br /> <br />Zoning Administrator Frolik explained that Fire Chief Dean Kapler expressed concerns at the <br />public hearing on September 1, 1998, with regard to the building's fire safety, and therefore, the <br />case discussion was tabled until representatives of Dunbar Development Corporation could be <br />available for comment. She introduced representatives from Dunbar and their architectural firm. <br />She also affirmed that the dry sprinkler system discussed at the September 1 meeting is standard <br />for this building. <br /> <br />Fire Chief Dean Kapler stated he discussed his concerns with the architect, John Rova, on <br />September 4 and he has more than adequately covered those points of concern. A memorandum <br />outlining this conversation and addressing the sprinkler system and attic draft stops is attached to <br />these minutes. <br /> <br />Tom Dillon, Dunbar Development Corporation, explained that the fire plans were going to be <br />submitted at the time of the building permit application but the sprinkler system was always in <br />the plan. <br /> <br />Ms. Frolik asked Mr. Dillon to address the question of an alternative flat roof. <br /> <br />Mr. Dillon stated that general experience is that flat roofs are more expensive, and a dry-charge <br />system satisfies safety concerns for the peaked roof. <br /> <br />Board Member Anderson questioned the Fire Chief as to whether he had any reservations about <br />adequate fire protection of this building. <br /> <br />Mr. Kapler replied that he would continue to push for plans to purchase an aerial truck, however, <br />he was satisfied with the measures taken at this point to equip the building in the safest way to be <br />compatible with the Fire Department's current equipment. He stated this building was very <br />different from the Comfort Inn in that it has no common attic and each room has fire stops on the <br />ceiling. <br /> <br />Board Member Jensen summarized that nothing has changed with the building height, and noted <br />that on the garage end, it is even higher. <br /> <br />Mr. Kapler stated that the windows on the garage end are not the only windows to those units <br />and rescue would occur from windows that are more easily accessible. <br /> <br />Mr. Rova explained that those units are two-bedroom units and the bedroom windows are on the <br />opposite end of the garage. <br /> <br />The Board of Adjustment proceeded to review the Findings of Fact. <br /> <br />Board of Adjustment/September 10, 1998 <br /> Page 2 of 4 <br /> <br /> <br />
