COMMITTEE BUSINESS: <br /> <br />Case #1: <br /> <br />Adopt Resolution Approving Proposed Maximum 1999 Payable Tax <br />Levy <br /> <br />Finance Officer Lund advised that on September 11, the City received a revised levy limit <br />from the Minnesota Department of Revenue. The adjusted amount went from $2,439,537 <br />to $2,499,462. There is a $ 53,132 reduction of State Aid. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to <br />recommend Council adopt the resolution approving the proposed maximum 1998, <br />payable 1999, tax levy. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, <br />Beahen and Zimmerman. Voting No: None. <br /> <br />Case #2: Review and Adopt "Proposed" 1999 General Fund Budget <br /> <br />Finance Officer Lund stated that the 1999 Proposed General Fund Budget, as it has been <br />presented, is based on the collection of tax dollars at the level certified by the State under <br />the imposed levy limits. She reviewed the breakdown of the numbers. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to <br />recommend Council adopt the resolution adopting the proposed 1999 City of Ramsey <br />General Fund Operating Budget. <br /> <br />Motion carried. Voting Yes: Mayor Gamee, Councilmembers Haas Steffen, Beyer, <br />Beahen and Zimmerman. Voting No: None. <br /> <br />Case #3: Approve First Phase Completion Budget for Alpine Park <br /> <br />Parks/Utilities Supervisor Boos stated this is a request of the Park and Recreation <br />Commission to complete the first phase of Alpine Park. A total of $460,655 was <br />available for the construction from the land sale of Alpine Estates, however, $40,000 <br />came from the Landfill Trust Fund interest earnings in 1997, and another $33,000 in <br />1998. Currently, $33,250 in park dedication, intended for Alpine Park, remains in the <br />park trust, which is included in the $460,655 figure. Besides the aforementioned <br />expenditure, park development dollars were also applied to the water trunk line and <br />contracted engineering costs. This leaves $108,812 available for final phase completion. <br />Approval of the first phase completion would require authorizing the Finance Officer to <br />transfer $33,250 in Alpine Estates park dedication proceeds from the park trust fund as <br />well as $4,500 from the Park and Recreation Commission's 1998 Lawful Gambling <br />Improvement Program to the Park Budget. <br /> <br />It was noted that concerns about trail locations, fence height, etc. would be addressed. <br /> <br />Finance Committee/September 22, 1998 <br /> Page 2 of 4 <br /> <br /> <br />
