Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to <br />recommend Council approve the Alpine Park first phase completion budget and direct <br />staff to transfer the funds specified and that there will be further discussion relating to the <br />trail and fencing. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, <br />Beahen and Zimmerman. Voting No: None. <br /> <br />Case #4: Consider Ratification for Repair of Fire Tanker Pump <br /> <br />Fire Chief Kapler reported that during a routine fire drill held on September 9, 1998, it <br />was discovered that the pump on Tanker Track No. 1 did not produce enough pressure. <br />After review was performed by Emergency Apparatus of New Brighton, it was <br />determined that the pump body flap valve slots were no longer in working condition. <br />Emergency Apparatus made the following recommendations: replace the pump body for <br />an estimated cost of $12,000; or repair existing body flap valve slots and test for an <br />approximate cost of $7,500; or replace pump. He explained that the current pump's <br />manufacturer is no longer in business. The proposed new pump would cost <br />approximately $9,500 and installation is difficult to estimate. It is anticipated that the <br />total cost for the replacement would certainly be more than $12,000. Mr. Kapler <br />recommended the second option which would mean repairing the existing body flap valve <br />slots for an estimated cost of $7,500. The repair would be financed through adjustments <br />in the Fire Department budget. If the Fire Department is unable to find an adequate <br />amount of adjustments, then a request for a transfer from the Council Contingency Fund <br />would be made. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to <br />recommend Council authorize the repair of the body flap valve slots for fire tanker pump <br />from Fire Tanker No. 1. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer, <br />Beahen and Zimmerman. Voting No: None. <br /> <br />Case #5: <br /> <br />Request for Approval to Solicit Appraisals for Land for Future Fire <br />Station <br /> <br />Fire Chief Kapler reported that when talk began about developing a second fire station, <br />the southwestern comer of Central Park was chosen as the most beneficial location for a <br />second fire station. The decision was made to maximize response time and to locate the <br />station in an area that would be as centralized as possible considering the location of the <br />existing station. The issue of changing the deed for this property from "park use" to <br />"public use" was sent to the State Attorney General for an opinion, who responded with <br />several examples of cities attempting to change deeding.
