of Andover does it. The newspaper can be mailed or distributed through ECM which is
what Andover does.

Mayor Gamee commented that the Ramsey Resident is not a big paper, but our residents
really enjoy it and he would support continuing the newsletter the way it is.

Mr. Allen felt he could save the City money and added that his paper has been very well
received. He stated that the Ramsey business community is interested in this idea. He
noted that Ramsey has its own page in his newspaper now but that more space could be
dedicated to the City.

Motion by Councilmember Haas Steffen and seconded by Councilmember Beyer to table
a decision and more discussion on this issue until January and to direct staff to contact
Ramsey's business community for their input on the idea.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Beyer,
Beahen and Zimmerman. Voting No: None. Absent: None.

Case #2: Minnesota Department of Public Safety Mini-Grant Award

Police Chief Gustafson reported that the City of Ramsey has been awarded $1,000 and a
digital alco sensor (portable breath tester) for participation in the 1998 Minnesota Safe &
Sober Challenge Program. He explained that the conditions of the grant stipulate that the
funds and the portable breath tester shall be used for traffic safety purposes, but allows
for the purchase of equipment or for payment of wages. Upon inquiry, Chief Gustafson
stated that the money would be used toward seatbelt and DUI enforcement.

Motion by Mayor Gamec and seconded by Councilmember Beyer to recommend Council
adopt the resolution authorizing acceptance of a traffic safety award.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Beyer, Beahen, Haas
Steffen and Zimmerman. Voting No: None.

Case #3: Authorize Advertisement for Bids for Alpine Park Shelter

Parks/Utilities Supervisor Boos pointed out that the City Council approved the park and
Recreation Commission's budget for completion of Alpine Park's first phase, which
includes a large, hexagonal shelter estimated to cost less than $43,000 - more like
$30,000 to $35,000. He explained that the purpose for this case is to request the
Committee to recommend Council authorize staff to advertise for bids for the structure to
provide for a completion date coinciding with the park's baseball game season of
May/June, 1999.

Mayor Gamec inquired if a shelter is the best use for the money.

Mr. Boos replied that a shelter would be a very important amenity for the park.

Councilmember Haas Steffen inquired if this is to come from the 1998 budget.

Finance Committee/November 24, 1998
